Turkish Realignment: Prospects amid Uncertainty

In recent months the Turkish President, Recep Teyipp Erdoğan, and his principal advisors have not made it a secret that they are reconsidering Turkey’s relations with neighbors, with the countries of the region, and with leading geopolitical actors.

 

The Early Agenda of AKP

 When the Justice and Development Party (AKP) came to power in 2002 it set about almost immediately to fashion a post-Cold War foreign policy based on the idea that it was time to supersede the Cold War posture of almost total Turkish deference to the United States, especially within NATO and bipolar contexts, and depict a conception of Turkish interests developed in Ankara rather than adhere to Washington’s blueprint. In its early period of national leadership, the AKP seemed to pursue four interrelated international goals:

            –resolve the Cyprus conflict;

            –give priority to seeking full membership in the European Union (EU);

            –improve diplomatic and political relations with Arab World;

            –seek continuity in U.S./NATO/EU relations, but with overall independence.

 

During the Foreign Ministry of Abdullah Gul, reflecting and incorporating some of Ahmet Davutoğlu ideas and his ambitious conception of the proper Turkish international role, this new assertiveness of Turkish foreign policy achieved with impressive results. Turkey’s signature approach of ‘Zero Problems with Neighbors’ (ZPN) was initially seen as the adoption of a regional conflict-resolving perspective, and given early credibility by transforming relations with Syria from hostility to harmony. Syria became the poster child of ZPN, and the new approach was reinforced by a rapid expansion of economic and cultural relations with countries throughout the Arab World. Beyond this, Turkey extended its foreign policy with substantial economic and diplomatic success to the non-Arab parts of the Islamic World, as well as to sub-Saharan Africa. Istanbul, rather than Paris or London, quickly became the preferred hub for a wide variety of international political gatherings of interest to the Global South.

 

There was also a large emphasis placed by during the early AKP years on the acceleration of accession diplomacy with the EU, leading to an unexpected civilianizing of the Turkish government in ways that reduced the leverage of the armed forces in domestic politics and definitely moved in the direction of meeting the preconditions of human rights, democratization, and secularity that would seem to qualify Turkey to become an EU member, comparing favorably with the record of several East European countries that gained membership in the EU without confronting strong accession obstacles. The AKP also had domestic reasons to build a firewall against any future coup by the armed forces whose leadership was imbued with Kemalist belief, including a feared encroachment of political Islam on the governing process.

 

While developing a more pro-active and independent foreign policy, the AKP leadership continued to affirm its relationship with the United States, and as a staunch NATO ally. This affirmation was somewhat tested in 2003 when Washington pressed Turkey to allow a portion of the planned attack on Iraq to proceed from Turkish territory. The Turkish Parliament refused to give its consent, and the Erdoğan leadership under pressure from the United States, submitted the American request a second time with an executive recommendation of approval, but Parliament again withheld consent. It remains uncertain as to whether Erdoğan was pretending to seek parliamentary approval or was genuinely willing to allow Turkey to become directly involved in the attack upon neighboring Iraq. When the attack against Iraq proceeded without UN authorization, Turkey adopted a low profile approach that included a readiness to cooperate with the American-led occupation of Iraq, which sought to restore stability to the country. In effect, the new AKP foreign policy wanted to achieve freedom of maneuver for Turkey but without shaking the foundations of the foreign policy that had guided the ardently secular leadership of the country since the origins of the republic.

 

 

Revising AKP Foreign Policy

 Five major changes of circumstances undermined this early AKP approach to foreign policy: First of all, the deterioration of relations with Israel that became dramatically manifest at the 2009 Davos meetings of the World Economic Forum when Erdoğan sharply confronted the Israeli President, Shimon Peres, on Israel’s massive attack (Cast Lead) on Gaza, and climaxed in 2010 when Israeli commandos attacked the humanitarian flotilla bringing medical supplies to Gaza, killing 9 Turkish nationals on the Mavi Marmara, the largest ship in the flotilla of ships challenging the Israeli blockade. Clearly, Israel was sending a warning message to Turkey that it would push back against any Turkish challenge, including those of civil society, to the Israeli approach to Palestinians living under occupation. This encounter challenged Washington to seek restored normalcy in Israeli-Turkish relations so that it would not have to choose sides or juggle relations with both. Energetic diplomatic efforts by Barack Obama sought to heal this breach between these two principal strategic American allies in the region.

 

The second development involved Turkish reactions to the 2011 uprisings in the Arab World, the so-called ‘Arab Spring.’ It should be remembered that Turkey was among the first countries to affirm unconditionally these uprisings against authoritarian rule, treating the political upheavals as welcome expressions of democratizing passions on the part of the citizenry. Turkish prestige in the region reached an all time high, and there was talk throughout the Middle East of the applicability of ‘the Turkish model.’ It was often overlooked that Erdoğan went to Cairo in the Spring of 2011 to encourage Egyptian political forces to follow the Turkish example of political secularism, and not try to embody religion in the governing process. This view not appreciated at the time in Egypt being interpreted as a neo-Ottoman effort to interfere with Egyptian internal rights of self-determination.

 

The third development was the gradual Turkish realization that their prospects for EU membership were declining despite their internal good faith efforts to comply with accession expectations. The main explanation for this decline involved the rise of Islamophobia in several key countries in Western Europe whose political approval by national referendum would be necessary before Turkish membership could be formally approved. With the virtual disappearance of this European option, the pragmatic case for internal political reform in Turkey was weakened while making the benefits of a geopolitically more equi-distant diplomacy more evident, being implemented through Turkish openings to Iran, Russia, India, and China. In other words, facing a demeaning rejection by the EU even if not directly expressed, Turkey partially turned eastward, or at least contemplated such a turn away from Europe and the West, given dramatic emphasis by Erdoğan’s display of embittered anger in reaction to EU criticism. This dynamic was further aggravated by the controversial 2015 agreement with the EU by which Turkey would slow the flow of Syrian refugees across its borders in exchange for a monetary payment and visa-free travel to Europe for Turks. From a human rights perspective, it should be noted, this kind of treatment of refugees, misleadingly called ‘migrants,’ is highly questionable, instrumentalizing their destiny as an inter-governmental bargaining chip rather than respecting their vulnerability by establishing a humane protective regime.

 

The fourth development relates to the various signs that Erdoğan was assuming a more authoritarian role in the Turkish governing process, especially in the aftermath of the AKP electoral victory in 2011. In these years Erdoğan overtly embraced a majoritarian view of democracy weakening the republican character of the Turkish government. This dynamic was accentuated after he became President of Turkey in 2014, and in response to a renewal of hostility with the large Kurdish minority, especially as represented by the Peoples Workers Party (PKK). Erdoğan’s blunt political style, combined with Turkey’s earlier shows of independence and break with Israel, encouraged a much more critical tone in the international media treatment of the AKP leadership in Turkey. This shift amounted to a sea change if compared to the more balanced approach taken between 2002-2011. The anti-Erdoğan hostility peaked in response to the Gezi Park incident in 2013 when Turkish police used excessive force to break up a series of Istanbul demonstrations by opposition forces. It seems notable that the criticisms of Turkish encroachments on human rights were given far greater international attention than the far worse contemporaneous encroachments by the Sisi regime in Egypt and the Saudi monarchy. This difference in international perceptions reflects the overseas influence of anti-AKP activists as well as the divergence of policy as between Ankara and Washington, Brussels, and Tel Aviv.

 

The fifth development is associated with the failed coup of July 15th.

The Turkish Government and internal Turkish public opinion were strongly convinced that the coup perpetrators were linked to the Fetullah Gülen (or Hizmet) movement, and that the United States Government had some prior knowledge, and if circumstantial evidence is to be trusted, quite possibly signaled a green light to the perpetrators. In the course of the coup, and during its aftermath, neither the US nor Europe expressed their support for the democratically elected government of Turkey, adopting a wait and see attitude that seemed poised to accept, if not welcome, the outcome had the coup been successful. Beyond this the US Government has not been responsive to the Turkish formal extradition request, failing to detain Fetullah Gülen while the legal process proceeded. Again international coverage of post-coup Turkey gives almost all of its attention to the Erdoğan crackdown on those suspected of involvement with the Hizmet movement, which while excessive and troublesome, does not depict the context in which it is reasonable for the AKP leadership to feel threatened from within by the continued Hizmet penetration of the organs of government and as a result of Kurdish militancy and ISIS terrorism. At the same time, it is fully understandable that international forces hostile to the AKP should highlight the massive dismissals from academic institutions and widespread media closures as amounting to a witch hunt.

 

 

A Turkish Foreign Policy Reset?

Against such a background, it is hardly surprising that Turkey should in this period be exploring its foreign policy options. Indeed, the exploration preceded the coup attempt of the past year. The impulse to reset Turkish foreign policy reflected a retreat from the more principled and rigid foreign policy positions associated with Davutoğlu’s influence and the endorsement of a pragmatic attempt to minimize hostile regional and global tensions.

 

Most controversially from an American perspective, the pragmatic turn seemed to regard as its centerpiece improved relations with Russia. The goal was broad based cooperation with Russia in recognition of shared interests, including a possible compromise on how to establish a sustainable ceasefire in Syria. From the perspective of the American national security establishment cooperative Russian/Turkish relations were viewed as an unfavorable development at least until the electoral victory of Donald Trump. When the prospect of Hillary Clinton becoming the next America president was a near certainty, there existed a general expectation that the West would soon confront Russia in a more determined way than during the Obama presidency. In Turkey this encouraged the belief that the US national security establishment was sufficiently opposed to any closeness between Russia and Turkey as to have explained its possible support for the coup attempt of last July, or at minimum, its ambivalence toward the outcome. This suspicion, although widely shared in Turkey, remains without evidence, and is purely conjectural.

 

With Trump becoming the next American president it seems more likely, but by no means assured, that relations between the West and Russia will again be guided by a realist logic of mutual interests. This prospect is also encouraged by the recent emergence in Europe of several political leaders that favor accommodation with Russia. There may be an initial collision of policies if Trump follows through on his campaign pledge to renounce the nuclear agreement with Iran or significantly increases pressure on its implementation.

 

Tensions with the EU over the migration deal and in reaction to freezing accession talks also inclines Turkey to evaluate various additional forms of realignment, including a reported consideration of joining informal international groupings that are led by China and Russia.

 

In the end, if Trump follows through with a non-interventionist approach to the Middle East, and Turkish internal stability is restored, it seems most likely that there will be a weakening of relations with Europe and the United States, but no break, and no move that deserves to be labeled as ‘realignment.’ Turkey will probably place greater emphasis on economic and diplomatic relations with Asia, as well as with a renewal of interactions within the Middle East and North Africa, minimizing ideological differences.

 

 

 

 

Conclusion

There is more uncertainty with respect to global politics than at any time since the end of the Cold War. This uncertainty reflects the rise of authoritarian leaders in many important countries that enjoy the backing of a mobilized right-wing populism that pushes against economic globalization and gives an impetus to exclusionary forms of nationalism. Turkey is part of this wider international trend, and seems caught between contradictory pressures toward continuity and discontinuity in the conduct of its foreign policy. With Trump’s ascendancy the same can be said of the United States.

 

In general, it seems encouraging that Turkey has again seems to be opting for a foreign policy that is pragmatic rather than programmatic and normative, although it is not at this time exerting the kind of wider influence and leadership in the region and beyond that characterized the Davutoğlu approach. The times are different, calling for less ambition and greater stability.

 

How this pragmatic repositioning of Turkey in relation to East and West, North and South, will finally crystallize remains highly uncertain. Whether it results in major changes in orientation depends largely on whether Turkish ties to the West are maintained, Middle East turmoil is contained, and Turkish internal politics calms down.

 

 

 

 

 

 

Why Congress Should Say to ‘No’ on Syria

[I am not sure this attempt at clarifying the present stage of the Syria debate adds much to my prior posts, yet I hope that it provides a kind of summary that is helpful in following the unfolding debate; all along I have felt that the Syrian impasse presented the UN and the world with a tragic predicament: trapped between doing something to stop the Assad regime from committing atrocities against its own people so as to retain power and the non-viabiility and illegality of military intervention, a predicament further complicated by the proxy war within the region along sectarian lines, by the strategic involvement of the U.S. and Russia on opposite sides, the maneuverings behind the scenes by Saudi Arabia, Qatar, and Israel, and the avowed Turkish support for regime-changing intervention; also, the overall regional turmoil, and past bad feeling in relation to the UN role in the overthrow of Qadaffi posed additional obstacles; efforts to shape the political outcome by military means, because of the proxy war dimensions (including an increasingly evident, although still surprising, tacit alliance between Israel and Saudi Arabia) have so far only escalated the violence on the ground in Syria; Turkey, Russia, and the United States have all along  oscillated between principled and pragmatic responses favoring one side or the other, and exhibiting an ambivalent commitment to equi-distant diplomacy.]

There are three positions that have considerable support in Washington circles, although rarely acknowledged and not popular with the public, partly because of recent foreign policy failures, and partly too removed from perceptions of genuine security interests:

–undertake an attack to uphold ‘red line’ credibility of the president and the United States Government;

–undertake an attack too avoid an insurgent defeat, but on a scale that will not produce an insurgent victory; goal: keep the civil war going;

–undertake an attack to convince Iran that Obama is ready to use force if diplomatic coercion doesn’t work.

There are several other considerations that need to be taken into account:

–the Assad regime is guilty of numerous crimes against humanity aside from and prior to its probable (although far from assured) responsibility for the August 21st attack with chemical weapons on Ghouta; Syria lacks a legitimate government from the perspective of international criminal law; with respect to the violation of the Geneva Accord with respect to chemical weapons, the responsibility of Assad personally and the Syrian government generally has not been established beyond a reasonable doubt at this point;

–nevertheless, the Assad regime retains considerable support from various segments of the Syrian population, possesses substantial military capabilities, and is unlikely to collapse without a major ground invasion; the Assad government retains a measure of legitimacy from the perspective of the politics of self-determination;

–insurgent forces are divided, without coherent leadership, and are also responsible for committing atrocities, and contain political extremists in their ranks; a victory by the insurgency does not seem likely to lead to legitimate governing process from the perspective of law and morality;

–the negative American experiences of relying on war in Vietnam, Iraq, and Afghanistan should create a presumption against the authorization of force and reliance on military option in conflict situations; there is mounting evidence from past cases that the costs and risks associated with military options tend to be grossly understated during pre-war debates in the United States due partly to the political mobilization role played by mainstream media;

–the diplomatic alternative to force has been handicapped by its past abuse in the UN Security Council with respect to Libya authorization of ‘responsibility to protect’ undermining the trust of Russia, China, and others, and by the refusal to bring Iran into the political conversation as a key actor.

Against this background there are four important independent reasons for Congress to withhold authorization in this instance:

–a use of force that can neither be justified as self-defense, nor is authorized by the UN, is contrary to the UN Charter, which is an obligatory treaty, as well as being the most serious type of violation of international law in a post-Nuremburg world; the Nuremberg precedent with regard to crimes against peace (as the ‘crime of crimes’) should be respected, especially by the United States, which continues to serve for better and worse, as  the main normative architect of world order;

–the Kosovo precedent of ‘illegal, but legitimate’ is not applicable as a military attack is not likely to achieve either its political goals of ending the civil war and of causing the collapse of the Assad regime, nor its moral goals of stopping the slaughter and displacement of the Syrian people, and the devastation of their cities and country;

–even if the political and moral goals could be achieved, Congress, as well as the president, lacks the authority to authorized foreign policy uses of force that are incompatible with the UN Charter and international law;

–Congress should defer to domestic and world public opinion that clearly is opposed to a proposed military attack in the absence of an exceptional demonstration can be made as to the positive political and moral benefits of such an attack; for reasons mentioned, no such demonstration can be made in this instance; even the European Union has withheld support for a military attack on Syria at the

September meeting of the G-20 in St. Petersburg; only France among America’s traditional allies supported Obama’s insistence on reliance on a punitive military strike, supposedly for the sake of enforcing international law, bizarre reasoning because the rationale reduces to the following proposition: in view of the political realities, it is necessary to violate international law so as to be able to enforce it.

Polarization Doomed Egyptian Democracy (Revised)

Prefatory Note: I realize that some of the readers of this blog are unhappy with long blogs, and so I offer an apology for this one in advance. My attempt is to deal with a difficult set of issues afflicting the Middle East, especially the seemingly disastrous Egyptian experiment with democracy that has resulted in a bloody coup followed by violent repression of those elected to lead the country in free elections. The essay that follows discusses the degree to which anti-Muslim Brotherhood polarization in Egypt doomed the transition to democracy that was the hope and dream of the January 25th revolutionary moment in Tahrir Square that had sent shock waves of admiration around the world! This has been revised and corrected since its original posting to take account of comments from readers, and my own further reflections. These themes in a rapidly unfolding series of political dramas require an openness to acknowledging failures of assessment.

When Polarization Becomes Worse than Authoritarianism Defer Democracy

Doubting  Democracy

We are living at a time when tensions within societies seem far more disruptive and inhumane than the rivalries of sovereign states that have in the past fueled international wars. More provocatively, we may be living at a historical moment when democracy as the government of choice gives rise to horrifying spectacles of violence and abuse. These difficulties with the practice of democracy are indirectly, and with a heavy dose of irony, legitimizing moderate forms of authoritarian government. After years of assuming that ‘democracy’ was ‘the least bad form of government’ for every national setting, there are ample reasons to raise doubts. I make such an observation with the greatest reluctance.

There is no doubt that authoritarian forms of rule generally constrain the freedom of everyone, and especially the politically inclined. Beyond this, there is a kind of stagnant cultural atmosphere that usually accompanies autocracy, but not always. Consider Elizabethan England, with Shakespeare and his cohort of contemporary literary giants. There have been critical moments of crisis in the past when society’s most respected thinkers blamed democracy for the political failings. In ancient Greece, the cradle of Western democracy, Plato, Aristotle, and Thucydides came to prefer non-democratic forms of government, more fearful of the politics of the mob than that led Athens into imprudent and costly foreign adventures.

Of course, there are times when the established order is fearful of democracy even in countries that pride themselves on their democratic character. Influential voices in the United States were raised during the latter stages of the Vietnam War in opposition to what were perceived by conservatives to be the excesses of democracy. Infamously, Samuel Huntington in an essay published by the influential Trilateral Commission compared the anti-war movement in the United States to the canine disorder known as ‘distemper,’ clearly expressing the view that the people should leave the matter of war and peace in the hands of the government, and not expect to change policy by demonstrating in the streets.

It was only twenty years ago that the collapse of the Soviet Union was hailed throughout the West as an ideological triumph of liberal democracy over autocratic socialism. Prospects for world peace during this interval in the 1990s were directly linked to the spread of democracy, while such other reformist projects as the strengthening of the UN or respecting international law were put aside. European and American universities were then much taken with the theory and practice of ‘democratic peace,’ documenting and exploring its central claim that democracies never go to war against one another. If such a thesis is sustained, it has significant policy implications. It would follow, then, that if more and more countries become ‘democratic’ the zone of peaceful international relations becomes enlarged. This encouraging byproduct of democracy for sovereign states was reinforced by the internal experience of the European Union, which while nurturing democracy established a culture of peace in what had for centuries been the world’s worst war zone.

This positive assessment of democratization at the national level is offset by the extent to which Western liberal democracies have recourse to war to promote regime change in illiberal societies. The motivations for such wars is not purely political, but needs to be linked to the imperatives of neoliberal globalization, and to the class interests of the 1%.

In the post-9/11 period the Bush presidency embraced ‘democracy promotion’ as a major component of a neoconservative foreign policy for the United States in the Middle East. Skepticism about the nature such an endorsement of democracy was widespread, especially in the aftermath of the 2003 invasion of Iraq. Harsh criticism was directed U.S. Government self-appointed role as the agent of democratization in the region, especially considering the unacknowledged motivations: oil, regional hegemony, and Israeli security. By basing democracy promotion on military intervention, as in relation to Iraq, the American approach was completely discredited even without the admitted failure resulting from prolonged occupation of the country. The supposed antii-authoritarian interventions in Iraq, Afghanistan, and Libya have not implanted a robust democracy in any of these places, but rather corruption, chaos, massive displacement, and persisting violent conflict. Beyond this disillusioning experience, foreign leaders and world public opinion refused to accept Washington’s arrogant claim that it provided the world with the only acceptable political model of legitimate government.

Despite this pushback, there remains an almost universal acceptance of the desirability of some variation democracy as the only desirable form of national governance. Of course, there were profound disagreements when it comes to specific cases. There were some partial exceptions to the embrace of democracy. For instance, there was support in the Middle East for monarchies as sources of stability and unity, but even these monarchs purported to be ‘democratic’ in their sympathies unless directly challenged by their subjects/citizens.  Democracies maintained their positive reputation by protecting citizens from abuse by the state, by empowering the people to confer authority on the national government, generally through periodic elections, and by developing a governing process that was respectful of the rule of law and human rights.

Issues during the last decade in the Middle East have brought these issues to the fore: the Green Revolution against theocratic democracy in Iran, the secular de facto rejection of majoritarian democracy in Turkey, and the various transitional scenarios that have unfolded in the Arab countries, especially Egypt, after the anti-authoritarian uprisings of 2011. The torments of the region, especially connected with the Anglo-French colonialist aftermath of the Ottoman Empire, followed by an American hegemonic regime tempered by the Cold War rivalry with the Soviet Union, and aggravated since the middle of the last century by the emergence of Israel, along with the ensuing conflict with the dispossessed Palestinian people, have made the struggle for what might be called ‘good governance’ a losing battle, at least until 2011. Against such a background it was only natural that the democratizing moment labeled ‘the Arab Spring’ generated such excitement throughout the region, and indeed in the world. Two years later, in light of developments in Syria, Egypt, Libya, and elsewhere it is an occasion that calls for sympathetic, yet critical, reflection.

In the last several years, there has emerged in the region the explosive idea that the citizenry enjoys an ultimate right to hold governments accountable, and if even a democratic government misplays its hand too badly, then it can be removed from power even without awaiting of elections, and without relying on formal impeachment procedures. What makes this populist veto so controversial in recent experience is its tendency to enter a coalition with the most regressive elements of the governmental bureaucracy, especially the armed forces, police, and intelligence bureaucracies. Such coalitions are on their surface odd, bringing together the spontaneous rising of the often downtrodden multitude with the most coercive and privileged elements of state and private sector power.

The self-legitimizing claim heard in Tahrir Square 2013 was that only a military coup could save the revolution of 2011, but critics would draw a sharp distinction between the earlier populist uprising against a hated dictator and this latter movement orchestrated from above to dislodge from power a democratically elected leadership identified as Islamic, accused of being non-inclusive, and hence illegitimate.

 

The Arab Upheavals

The great movements of revolt in the Arab world in 2011 were justly celebrated as exhibiting an unexpected surge of brave anti-authoritarian populist politics that achieved relatively bloodless triumphs in Tunisia and Egypt, and shook the foundations of authoritarian rule throughout the region. Democracy seemed to be on the march in a region that had been written off by most Western experts as incapable of any form of governance that was not authoritarian, which was not displeasing to the West so long as oil flowed to the world market, Israel was secure, and radical tendencies kept in check. Arab political culture was interpreted through an Orientalizing lens that affirmed passivity of the citizenry and elite corruption backed up, if necessary, by a militarized state. In the background was the fear that if the people were able to give voice to their preferences, the end result might be the theocratic spread of Iranian style Islamism.

It is a sad commentary on the state of the world that only two years later a gloomy political atmosphere is creating severe doubts about the workability of democracy, and not only in the Arab world, but more widely. What has emerged is the realization that deep cleavages exist in the political culture that give rise to crises of legitimacy and governability that can be managed, if at all, only by the application of repressive force. These conflicts are destroying the prospects of effective and humane government in a series of countries throughout the world.

The dramatic and bloody atrocities in Egypt since the military takeover on July 3rd have brought these realities to the forefront of global political consciousness. But Egypt is not alone in experiencing toxic fallout from severe polarization that pits antagonistic religious, ethnic, and political forces against one another in ‘winner take all’ struggles. Daily sectarian violence between Sunnis and Shi’ia in Iraq make it evident that after an anguishing decade of occupation the American crusade to liberate the country from dictatorship has failed miserably. Instead of a fledging democracy America has left behind a legacy of chaos, the threat of civil war, and a growing belief that only a return to authoritarianism can bring stability to the country. Turkey, too, is enduring the destabilizing impact of polarization, which has persisted in the face of eleven years of extraordinary AKP success and energetic and extremely capable leadership periodically endorsed by the voting public: strengthening and civilianizing political institutions, weakening the military, improving the economy, and greatly enhancing the regional and international standing of the country. Polarization should not be treated as just a Middle Eastern phenomenon. The United States, too, is increasingly afflicted by a polarizing struggle between its two main political parties that has made democratic government that humanely serves the citizenry and the national public good a thing of the past. Of course, this disturbing de-democratizing trend in America owes much to the monetizing machinations of Wall Street and the spinning of 9/11 as a continuing security challenge that requires the government to view everyone, everywhere, including its own citizens, as potential terrorist suspects.

The nature of polarization is diverse and complex, reflecting context. It can be socially constructed around the split between religion and secularism as in Egypt or Turkey or in relation to divisions internal to a religion as in Iraq or as between classes, ethnicities, political parties, geographic regions. In the concreteness of history each case of polarization has its own defining set of circumstances, often highlighting minority fears of discrimination and marginalization, class warfare, ethnic and religious rivalry (e.g. Kurdish self-determination), and conflicting claims about natural resources. Also, as in the Middle East, polarization is not merely the play domestic forces struggling for ascendancy. Polarization is also being manipulated by powerful external political actors, to what precise extent and to what ends is unknowable. It is revealing that in the demonstrations in Cairo during the past month both pro- and anti-Morsi protesters have been chanting anti-American slogans, while the government invites a series of Western dignitaries with the aim of persuading the leadership of the Muslim Brotherhood to accept the outcome of the coup.

Egypt and Turkey

The circumstances of polarization in Egypt and Turkey, although vastly different, share the experience of Islamic oriented political forces emerging from the shadow land of society after years of marginalization, and in Egypt’s case brutal suppression. In both countries the armed forces had long played an important role in keeping the state under the rigid control of secular elites that served Western strategic and neoliberal economic interests. Up to now, despite periodic trials and tribulations, Turkey seems to have solved the riddle of modernity much more persuasively than Egypt.

In both countries electoral politics mandated radical power shifts unacceptable to displaced secular elites. Opposition forces in the two countries after enjoying decades of power and influence suddenly saw themselves displaced by democratic means with no credible prospect of regaining political dominance by success in future elections, having ceded power and influence to those who had previously been subjugated and exploited. Those displaced were unwilling to accept their diminished role, including this lowered status in relation to societal forces whose values were scorned as anti-modern and threatening to preferred life styles that were identified with ‘freedom.’ They complained bitterly, organized feverishly, and mobilized energetically to cancel the verdict of the political majority by whatever means possible.

Recourse to extra-democratic means to regain power, wealth, and influence seemed to many in the opposition, although not all, the only viable political option, but it had to be done in such a way that it seemed to be a ‘democratic’ outcry of the citizenry against the state. Of course, the state has its own share of responsibility for the traumas of polarization. The elected leadership often over-reacts, becomes intoxicated with its own majoritarian mandate, acts toward the opposition on the basis of worst case scenarios, adopts paranoid styles of response to legitimate grievances and criticisms, and contributes its part to a downward spiral of distrust and animosity. The media, either to accentuate the drama of conflict or because is itself often aligned with the secular opposition, tends to heighten tensions, creating a fatalist atmosphere of ‘no return’ for which the only possible solution is ‘us’ or ‘them.’ Such a mentality of war is an anathema for genuine democracy in which losers at any given moment still have a large stake in the viability and success of the governing process. When that faith in the justice and legitimacy of the prevailing political system is shattered democracy cannot generate good governance.

The Politics of Polarization

The opposition waits for some mistake by the governing leadership to launch its campaign of escalating demands. Polarization intensifies. The opposition is unwilling to treat the verdict of free elections as the final word as to an entitlement to govern. At first, such unwillingness is exhibited by extreme alienation and embittered fears. Later on, as opportunities for obstruction arise, this unwillingness is translated into political action, and if it gathers enough momentum, the desired crises of legitimacy and governability bring the country to the brink of collapse. Much depends on material conditions. If the economy is doing reasonably well, calmer heads usually prevail, which may help explain why the impact of severe polarization has been so much greater in Egypt than Turkey. Morsi has succumbed to the challenge, while Erdogan has survived. Reverse the economic conditions, and the political outcomes would also likely have been reversed, although such a possibility is purely conjectural.

The Egyptian experience also reflects the extraordinary sequence of recent happenings. The Tahrir Square upheavals of January 25th came after 30 years of Mubarak rule. A political vacuum was created by the removal of Mubarak that was quickly filled by the Supreme Council of the Armed Forces (SCAP), but accompanied by the promise that a transition to democracy was the consensus goal binding all Egyptians, and once reached the generals would retire from the political scene. The popular sentiment then favored an inclusive democracy, which in 2011, was a coded way of saying that the Muslim Brotherhood should henceforth participate in the political process, finally being allowed to compete for a place in the governing process after decades of exclusion. There were from the beginning anxieties about this prospect among many in the anti-Mubarak ranks, and the Brotherhood seemed at first sensitive to secular and Coptic concerns even pledging that it had no intention of competing for the presidency of Egypt. All seemed well and good, with popular expectations wrongly assuming that the next president of Egypt would be a familiar secular figure, almost certainly drawn from the renegade membership of the fuloul, that is, a former beneficiary of the regime who joined the anti-Mubarak forces during the uprising. In the spring of 2011 the expectations were that Amr Moussa (former Secretary General of the Arab League and Mubarak Foreign Minister) would become Egypt’s first democratically elected president and that the Muslim Brotherhood would function as a strong, but minority, force in the Egyptian parliament. As the parliament would draft a new constitution for the country, this was likely to be the first show of strength between the secular and religious poles of Egyptian political opinion.

Several unforeseen developments made this initial set of expectations about Egypt’s political future unrealizable. Above all, the Muslim Brotherhood was far more successful in the parliamentary elections than had been anticipated. These results stoked the fears of the secularists and Copts, especially when account was taken of the previously unappreciated political strength of several Salafi parties that had not previously shown any interest in participating in the government. Religiously oriented political parties won more than 70% of the contested seats, creating control over the constitution-making process. This situation was further stressed when the Brotherhood withdrew its pledge not to seek control of the government by fielding its own candidate for the presidency. This whole transition process after January 2011 was presided over by administrative entities answerable to SCAP. Several popular candidates were disqualified, and a two-stage presidential election was organized in 2012 in which Mohamed Morsi narrowly defeated Ahmed Shafik in the runoff election between the two top candidates in the initial vote. Shafik, an air force commander and the last Mubarak prime minister, epitomizing the persisting influence of the fuloul. In a sense, the electoral choice given to the Egyptian people involved none of the Egyptian revolutionary forces that were most responsible for the overthrow of Mubarak or representing the ideals that seemed to inspire most of those who filled Tahrir Square in the revolutionary days of January 2011.  The Brotherhood supported the anti-Mubarak movement only belatedly when its victory was in sight, and seemed ideologically inclined to doubt the benefits of inclusive democratization, while Shafik, epitomizing the fuloul resurgent remnant of Mubarakism, never supported the upheaval, and did not even pretend to be a democrat, premising his appeal on promises to restore law and order, which would then supposedly allow Egypt to experience a rapid much needed economic recovery.

It was during the single year of Morsi’s presidency that the politics of extreme polarization took center stage. It is widely agreed that Morsi was neither experienced nor adept as a political leader in what was a very challenging situation even if polarization had not been present to aggravate the situation. The Egyptian people anxiously expected the new leadership to restore economic normalcy after the recent period of prolonged disorder and decline. He was a disappointment, even to many of those who had voted for him, in all of these regards. Many Egyptians who said that they had voted for Morsi expressed their disenchantment by alleging the ‘nothing had changed for the better since the Mubarak period,’ and so they joined the opposition.

It was also expected that Morsi would immediately signal a strong commitment to social justice and to addressing the plight of Egyptian unemployed youth and subsistence masses, but no such promise was forthcoming. In fairness, it seemed doubtful that anyone could have succeeded in fulfilling the role of president of Egypt in a manner that would have satisfied the majority of Egyptians.  The challenges were too obdurate, the citizenry too impatient, and the old Mubarak bureaucracy remained strategically in place and determined to oppose any change that might enhance the reputation of the Morsi leadership. Mubarak and some close advisors had been eliminated from the government, but the judiciary, the armed forces, and the Ministry of Interior were fuloul activist strongholds. In effect, the old secularized elites were still powerful, unaccountable, and capable of undermining the elected government that officially reflected the political will of the Egyptian majority. Morsi, a candidate with admittedly mediocre credentials, was elected to the presidency by an ominously narrow margin, and to make matters worse he inherited a mission impossible. Yet to unseat him by a coup was to upend Egypt’s fledgling democracy, with currently no hopeful tomorrow in view.

The Authoritarian Temptation

What was surprising, and disturbing, was the degree to which the protest movement so quickly and submissively linked the future of Egypt to the good faith and prudent judgment of the armed forces. All protest forces have received in exchange was the forcible removal of Morsi, the renewal of a suppressive approach to the Brotherhood, and some rather worthless reassurances about the short-term nature of military rule. General Adel-Fattah el-Sisi from the start made it clear that he was in charge, although designating an interim president, Adly Mansour, a Mubarak careerist, who had only days before the coup been made chief judge of the Supreme Constitutional Court by Morsi’s own appointment. Mansour has picked a new prime minister who selected a cabinet, supposedly consisting of technocrats, who will serve until a new government is elected. Already, several members of this civilian gloss on a military takeover of the governing process in Egypt have registered meek complaints about the excessive force being used against pro-Morsi demonstrations, itself a euphemism for crimes against humanity and police atrocities.

Better Mubarakism than Morsiism was the underlying sentiment relied upon to fan the flames of discontent throughout the country, climaxing with the petition campaign organized by Tamarod, a newly formed youth-led opposition, that played a major role in organizing the June 30th demonstrations of millions that were underpinned in the final days by a Sisi ultamatum from the armed forces that led to the detention and arrest of Morsi,. This was followed by the rise to political dominance of a menacing figure, General Adel-Fattah el-Sisi, who has led a military coup that talks of compromise and inclusive democracy while acting to criminalize the Muslim Brotherhood, and its leadership, using an onslaught of violence against those who peacefully refuse to fall into line. This military leadership is already responsible for the deliberate slaughter of Morsi loyalists in coldblooded tactics designed to terrorize the Muslim Brotherhood, and warn the Egyptian people that further opposition will not be tolerated.

I am certainly not suggesting that such a return to authoritarianism in this form is better for Egypt than the democracy established by Morsi, or favored by such secular liberals as Mohamed ElBaradei, who is now serving as Deputy Prime Minister. Unfortunately, this challenge directed at a freely elected democracy by a massive popular mobilization to be effective required an alliance with the coercive elements drawn from the deep state and private sector entrepreneurs. Such a dependency relationship involved a Faustian Bargain, getting rid of the hated Morsi presidency, but doing so with an eyes closed acceptance of state terror: large-scale shooting of unarmed pro-Morsi demonstrators, double standards dramatized by General Sisi’s call to the anti-Morsi forces to give him a populist mandate to crush the Brotherhood by coming into the streets aggressively and massively. Egypt is well along a path that leads to demonic autocratic rule that will likely be needed to keep the Brotherhood from preventing the reestablishment of order. General Sisi’s coup will be written off as a failure if there continues to be substantial street challenges and bloody incidents, which would surely interfere with restoring the kind of economic stability that Egypt desperately needs in coming months if it is to escape the dire destiny of being ‘a failed state.’ The legitimating test for the Sisi coup is ‘order’ not ‘democracy,’ and so the authoritarian ethos prevails, yet if this means a continuing series of atrocities, it will surely lead to yet another crisis of legitimacy for the country that is likely to provoke a further crisis of governability.

The controversial side of my argument is that Egypt currently lacks the political preconditions for the establishment of democracy, and in such circumstances, the premature attempt to democratize the political life of the country leads not only to disappointment, but to political regression. At this stage, Egypt will be fortunate if it can return to the relatively stable authoritarianism of the Mubarak dictatorship. Because of changed expectations, and the unlawful displacement of the Morsi leadership, it has now become respectable for the Tamarod, self-appointed guardians of the Tahrir Square revolution to support the ‘cleansing’ the Muslim Brotherhood. It is sad to take note of these noxious odors of fascism and genocide now contaminating the political atmosphere in Egypt.

The very different experience in Iraq, too, suggests that ill-advised moves to install democracy can unleash polarization in a destructive form. Despite his crimes, polarization had been kept in check during the authoritarian rule of Saddam Hussein, The attempted transition to democracy was deeply compromised by coinciding with the American occupation and proconsular rule. It produced sectarian polarization in such drastic forms that it will likely either lead to a new authoritarianism that is even more oppressive than what Saddam Hussein had imposed or resolved by a civil war in which the victor rules with an iron hand and the loser is relegated to the silent margins of Iraqi political life.

In the post-colonial world it is up to the people of each country to shape their own destiny (realizing the ethos of self-determination), and outsiders should rarely interfere however terrible the civil strife. Hopefully, the peoples of the Middle East will learn from these polarization experiences to be wary of entrusting the future of their country to the vagaries of majoritarian democracy, but also resistant to moves by politically displaced minorities to plot their return to power by a reliance on anti-democratic tactics, coalitions with the military, and the complicity of the deep state. There is no single template. Turkey, although threatened by polarization, has been able so far to contain its most dire threats to political democracy. Egypt has not been so lucky. For simplistic comparison, Turkey has had the benefits of a largely evolutionary process that allows for a democratic political culture to take hold gradually at societal and governmental levels. Egypt has, in contrast, experienced abrupt changes in a setting of widespread economic distress, and a radical form of polarization that denied all legitimacy to the antagonist, transforming the armed forces from foe to friend of the opposition because it was the enemy of their enemy. If this is the predictable outcome of moves to establish democracy, then authoritarian leadership may not be the worst of all possible worlds in every circumstance. It depends on context. In the Middle East this may require a comparison of the risks of democratization with the costs of authoritarianism, and this may depend on the degree and nature of polarization.

The presence of the oil reserves in the Gulf, as well as Iran, Iraq, and Libya, along with Israel’s interest in avoiding the emergence of strong unified democratic states in the region makes the Middle East particularly vulnerable to the perils of polarization. In other regions similar structures of antagonism exist, but generally with less disastrous results. The dynamics of economic globalization cannot be divorced from the ways in which nominally independent sovereign states are subjected to the manipulative storms of geopolitics.

Ten Years of AKP Leadership in Turkey

Nothing better epitomizes the great political changes in Turkey over the course of the last decade than a seemingly minor media item reporting that Prime Minister Recep Tayyip Erdogan and his wife Emine Erdogan attended a private iftar dinner (the ritual meal breaking the Ramadan fast each evening) by the invitation of the current Turkish Chief of Staff, General Necdet Özel, at his official residence. It was only a few years earlier that the military leadership came hair trigger close to pulling off a coup to get rid of the AKP leadership. Of course, such a military intrusion on Turkish political life would have been nothing new. Turkey experienced a series of coups during its republican life that started in 1923.

The most recent example of interference by the military with the elected leadership in Turkey took place in 1997 when Prime Minister Necmettin Erbakan sheepishly left office under pressure amounting to an ultamatum, outlawed his political party, and accepted a withdrawal from political activity for a period of five years in what amounted to a bloodless coup prompted by his alleged Islamic agenda. Unlike the prior coups of 1960, 1971, and 1980 when the military seized power for a period of time, the 1997 bloodless coup was followed by allowing politicians to form a new civilian government. Really, looking back on the period shortly after the AKP came to power in 2002 the big surprise is that a coup did not occur. We still await informed commentary that explains why. For the present, those that value the civilianization of governance can take comfort in the receding prospect of a future military takeover of Turkish political life, and this iftar social occasion is a strong symbolic expression of a far healthier civil-military relationship than existed in the past.

Improving Turkish Civil Military Relations

Somewhat less dramatic, but not less relevant as a sign of this dramatic turn, is the remembrance that shortly after the AKP initially gained control of the government in 2002, it was much publicized that the wives of the elected leaders were not welcome because they wore headscarves at the major social gathering of top military officers at its annual Victory Day Military Ball held at the end of summer in Ankara with much fanfare. A similar issue arose a few years later when ardent Kemalists insisted that Abdullah Gul should not be allowed to serve as Turkey’s president because his wife’s headscarf supposedly signaled to the world that he did not represent the Turkish secular community in the European manner associated with the founder of the republic, Kemal Atatürk.

Recent court testimony by the former Turkish Chief of Staff, Hilmi Özkök,  confirms what many had long suspected, that there existed plans in 2003-2004 supported by many high ranking military officers to overrule the will of the Turkish electorate by removing the AKP from its position of governmental leadership and impose martial law. Such grim recollections of just a few years ago should help us appreciate the significance of this recent iftar dinner between the Erdogans and Özels as a strong expression of accommodation between military institutions and the political leaders in Turkey. Such an event helps us understand just how much things have changed, and for the better, with respect to civil-military relations.

We can interpret this event in at least two ways. First, indicating a more relaxed attitude on the part of the military toward Turkish women who wear a headscarf in conformity to Islamic tradition.  Although this sign of nomalization is a definite move in the right direction, Turkey has a long way to go before it eliminates the many forms of discrimination against headscarf women that continue to restrict their life and work options in unacceptable ways from the perspective of religious freedom and human rights. Secondly, and crucially, these developments show that the armed forces seems finally to have reconciled itself to the popularity and competence of AKP leadership. This is significant as it conveys the willingness to accept a reduced role for the military in a revamped Turkish constitutional system, as well as exhibiting a trust in the sincerity of AKP pledges of adherence to secular principles that include respect for the autonomy of the military. This latter achievement is quite remarkable, a tribute to the skill with which the Erdogan in particular has handled the civilianization of the Turkish governing process, and for which he is given surprisingly little credit by the international media, and almost none by the Turkish media. Such an outcome was almost inconceivable ten years ago, but today it is taken so for granted as to be hardly worthy of notice.

In 2000 Eric Rouleau, Le Monde’s influential lead writer on the Middle East and France’s former distinguished ambassador to Turkey (1988-1992), writing in Foreign Affairs, emphasized the extent to which “this system [of republican Turkey], which places the military at the very heart of political life” poses by far the biggest obstacle to Turkish entry into the European Union. Indeed, Rouleau and other Turkish experts believed that the Turkish deep state consisting of its security apparatus, including the intelligence organizations, was far too imbued with Kemalist ideology to sit idly by while the secular elites that ran the country since the founding of the republic were displaced by the conservative societal forces that provided the core support to the AKP. And not only were the Kemalist elites displaced, but their capacity to pull the strings of power from behind closed doors was ended by a series of bureaucratic reforms that have made the National Security Council in Ankara a part of the civilian structure of government, and not a hidden

and unaccountable and ultimate source of policymaking.

Continuing Political Polarization Within Turkey

At the same time, despite these accomplishments of the AKP, the displaced ‘secularists’ are no happier with Erdogan leadership than they were a decade ago. (It needs to be understood, although the available language makes it difficult to express an important attribute of Turkish politics: the AKP orientation and policy guidance has itself also been avowedly and consistently secularist in character, although the leaders are privately devout Muslims who steadfastly maintain their religious practices of prayer and fasting, as well as foregoing alcohol, but their political stance on these issues is not very different than that of their opponents. Indeed, quite unexpectedly, Erdogan in visiting Cairo after the 2011 Tahrir uprising urged the Egyptians to opt for secularism rather than Islamism.) Those that identify with the opposition to the AKP, and that includes most of the TV and print media, can never find a positive word to say about the domestic and foreign policy of the AKP, although the line of attack has drastically shifted its ground. A decade ago the fiercest attack focused on fears and allegations that the AKP was a stalking horse for anti-secularism. The AKP was accused of having ‘a secret agenda’ centered on an Islamic takeover of the governing process, with grim imaginings of ‘a second Iran’ administered strictly in accordance with sharia. The current unwavering critical line of attack, in contrast, is obsessed with the unsubstantiated belief that Erdogan dreams of being the new sultan of Turkey, dragging the country back toward the dark ages of authoritarian rule. It is odd that the same opposition that would have welcomed a coup against the elected leadership a decade ago now seems so preoccupied with a fear that the far milder AKP is incubating an anti-democratic project designed to weaken Turkish constitutional democracy and end the civil rights of the citizenry.

There are certainly some valid complaints associated with Erdogan’s tendencies to express his strong, and sometimes insensitive, personal opinions on socially controversial topics ranging from abortion to the advocacy of three children families. He needlessly made an offhand remark recently that seemed an insult directed at Alevi religious practices. As well, there are journalists, students, political activists, non-AKP mayors in fairly large numbers being held in Turkish prisons without being charged with crimes and for activities that should be treated as normal in a healthy democracy. It is difficult to evaluate this disturbing trend, partly because there are strong rumors that the AKP is not in firm control of parts of the bureaucracy including the police, and thus these repressive developments are not entirely of its making, although this line of explanation is possibly expressive of the political situation it does not relieve the AKP from ultimate responsibility.

And there are also many allegations that Erdogan is laying the groundwork to become president in a revised constitutional framework that would give the position much greater powers than it now possesses to the distress of opposition forces, which merges with the allegation that he is a closet authoritarian leader. In my judgment, on the basis of available evidence, Erdogan is opinionated and uninhibited in expressing controversial views on the spur of the moment, but not seeking to enthrone himself as head of a newly authoritarian Turkey.

This persisting polarization in Turkey extends to other domains of policy, perhaps most justifiably in relation to the unresolved Kurdish issues, which have violently resurfaced after some relatively quiet years. It is reasonable to fault the AKP for promising to resolve the conflict when it was reelected, and then failing to offer the full range of inducements likely to make such a positive outcome happen. It is difficult to interpret accurately the renewal of PKK violence, and the degree to which it is viewed by many segments of Turkish elite opinion as removing all hope of a negotiated solution to this conflict that has long been such a drain on Turkey’s energies, resources, and reputation. The ferocity of this latest stage of this 30 year struggle is not easily explained. To some degree it is a spillover of growing regional tensions with the countries surrounding Turkey, and particularly with the Kurdish movements in these countries, especially Iraq and Syria. There is also the strong possibility that elements of the Kurdish resistance see the fluidity of the regional situation as a second window of opportunity to achieve national self-determination. The first window having been slammed shut in the early republican years by the strong nation-building ideology associated with Kemalist governance of the country.

Also serious is some deserved criticism of Turkey’s Syrian policy that charges the government with an imprudent and amateurish shift from one extreme to the other. First, an ill-advised embrace of Assad’s dictatorial regime a few years ago followed by a supposedly premature and questionable alignment with anti-regime Syrian rebel forces without knowing their true character. Ahmet Davutoglu’s positive initiatives in Damascus were early on hailed as the centerpiece of ‘zero problems with neighbors,’ an approach that his harshest critics now find totally discredited given the deterioration of relations, not only with Syria, but with Iran and Iraq. Again such criticism seems greatly overstated by an opposition that seizes on any failure of governing policy without considering either its positive sides or offering more sensible alternatives. Whatever the leadership in Ankara during the last two years, the changing and unanticipated regional circumstances would require the foreign policy establishment to push hard on a reset button. Mr. Davutoglu has done his best all along to offer a rationale for the changed tone and substance of Turkish foreign policy, especially in relation to Syria, which I find generally convincing, although the coordination of policy toward Syria with Washington seems questionable.

In the larger picture, there were few advance warnings that the Arab Spring would erupt, and produce the uprisings throughout the region that have taken place in the last 20 months. Prior to this tumult the Arab world seemed ultra-stable, with authoritarian regimes having been in place for several decades, and little indication that domestic challenges would emerge in the near future. In these conditions, it seemed sensible to have positive relations with neighbors and throughout the Arab world based on a mixture of practical and principled considerations. There were attractive economic opportunities to expand Turkish trade, investment, and cultural influence; as well, it was reasonable to suppose that Turkish efforts at conflict mediation could open political space for modest moves toward democracy and the protection of human rights might be an appropriate context within which to practice ‘constructive engagement.’

Foreign Policy Achievements

It should also be pointed out that from the outset of his public service the Turkish Foreign Minister has been tireless in his efforts to resolve conflicts within an expanding zone of activity and influence. There were constructive and well organized attempts to mediate the long festering conflict between Israel and Syria with respect to the Golan Heights, encouragement of a reconciliation process in former Yugoslavia that did achieve a diplomatic breakthrough in relations between Serbia and Bosnia; he made a notable effort to bringing conflicting powers in the Caucasus together; bravest of all, was the sensible effort to bring Hamas into the political arena so as to give some chance to a negotiated end to the Israel/Palestine conflict; and boldest of all, in concert with Brazil, was a temporarily successful effort in 2010 to persuade Iran to enter an agreement to store outside its borders enriched uranium that could be used to fabricate nuclear weapons. These were all laudable objectives, and creative uses of the diplomacy of soft power, and to the extent successful, extremely helpful in reducing regional tensions, and raising hopes for peace. Even when unsuccessful, such attempts bold and responsible efforts to find ways to improve the political atmosphere, and to find better diplomatic options than permanent antagonism, or worse, threats or uses force to resolve conflicts and enhance security.

These various initiatives helped Turkey become a major player in the region and beyond, a government that almost alone in the world was constructing a foreign policy that was neither a continuation of Cold War deference to Washington nor the adoption of an alienated anti-Western posture. Turkey continued its role in NATO, persisted with its attempts to satisfy the many demands of the EU accession process, and even participated militarily, in my view unwisely, in the failed NATO War in Afghanistan.  Fairly considered, the Davutoglu approach yielded extraordinary results, and even where it faltered, was consistent in exploring every plausible path to a more peaceful and just Middle East, Balkans, and Central Asia, as well as reaching into Africa, Latin America, and Asia, making Turkey for the first time in its history a truly global political presence. His statesmanship was widely heralded throughout the world, and quickly made him one of the most admired foreign policy architects in the world. In 2010 he was ranked 7th in the listing of the 100 most influential persons in the world in all fields (including business, culture, politics) that is compiled periodically by Foreign Policy, an leading journal of opinion in the United States. Turkey had raised its diplomatic stature throughout the world without resorting to the usual realist tactics of beefing up its military capabilities or throwing its weight around. It s increasing global reach has included opening many embassies in countries where it had been previously unrepresented. This raised stature was acknowledged in many quarters, especially throughout the Middle East where Erdogan was hailed as the world’s most popular leader, but also at the UN where Turkey played an expanding role, and was overwhelmingly elected to term membership on the Security Council.

It should also be appreciated that Turkey has displayed a principled commitment to international law and morality on key regional issues, especially in relation to the Israel/Palestine conflict. The Syrian mediation efforts were abandoned only after Israel’s all out attack on Gaza at the end of 2008, which also led to Erdogan’s famous rebuke of the Israeli President at the Davos World Economic Forum. This refusal to ignore Israel’s defiance of international law undoubtedly contributed to the later confrontation following Israel’s commando attack on the Mavi Marmara flotilla of peace ships in international waters on May 31, 2010 that were carrying humanitarian assistance to the unlawfully blockaded civilian population of Gaza. Israeli commandos killed nine Turkish nationals in the incident, which caused a partial rupture of relations between the two countries that has not yet been overcome, although Turkey has adopted a most moderate position given the unprovoked and unlawful assault on its ship and passengers, seeking only an apology and compensation for the families.

There were other special Turkish international initiatives, none more spectacular than the major effort to engage with Somalia at a time when the rest of the world turned its back on an African country being written off as the worst example of ‘a failed state.’ Not only did Turkey offer material assistance in relation to reconstructing the infrastructure of governance. It also more impressively ventured where angels feared to tread: organizing a high profile courageous visit by the Turkish prime minister with his wife and other notables to Mogadishu at a time when the security situation in the Somalia capital was known to be extremely dangerous for any visitors. Such a show of solidarity to a struggling African nation was unprecedented in Turkish diplomacy, and has been followed up by Ankara with a continuing and successful engagement with a range of projects to improve the economic and humanitarian situation in this troubled country. In a similar spirit of outreach, Turkey hosted a UN summit on behalf of the Least Developed Countries (LDCs) in May 2011, and formally accepted leadership responsibility within the UN to organize assistance to this group of states, considered the most impoverished in the world.

More recently, Mr. Davutoglu together with Ms. Erdogan visited the Muslim Rohingya minority in the western Myanmar state of Rakhine that had been brutally attacked in June by the local Buddhist majority community claiming that the resident Muslims were unwanted illegal immigrants from Bangladesh and should leave the country. Bangladesh officially denied such allegations, insisting that the Rohingya people had been living in Myanmar for centuries. This high level Turkish mission delivered medical aid, displayed empathy that could only be interpreted as a genuine humanitarian gesture far removed from any calculations of national advantage, and above all, conveyed a sense of how important it was for Turkey to do what it can to protect this vulnerable minority in a distant country. Mr. Davutoglu made clear universalist motivations underlay his official visit by also meeting with local Buddhists in a nearby town to express his hope that the two communities could in the future live in peace and mutual respect. This trip to Myanmar is one more example of how Turkey combines a traditional pursuit of national advantage in world affairs with an exemplary citizenship in the wider world community. It is this kind of blend of enlightened nationalism and ethical globalism that gives some hope that challenges to the world community can be addressed in a peaceful and equitable manner.

Surely, Turkey as is the case with any democracy, would benefit from a responsible opposition that calls attention to failings and offers its own alternative policy initiatives, while being ready to give those in authority credit for constructive undertakings and achievements of the government. Unfortunately, the polarized and demoralized opposition in Turkey is strident in its criticism, bereft of the political imagination required to put forward its own policies, and lacking in the sort of balance that is required if its criticisms are to be respected as constructive contributions to the democratic process. It is especially suspect for the most secularized segments of Turkish society to complain about an authoritarian drift in AKP leadership when it was these very social forces that a few years earlier was virtually pleading with the army to step in, and hand power back to them in the most anti-democratic manner imaginable.  Instead of taking justifiable pride in the great Turkish accomplishments of the last decade, the unrestrained hostility of anti-AKP political forces is generating a sterile debate that makes it almost impossible to solve the problems facing the country or to take full advantage of the opportunities that are available to such a vibrant country. It needs to be appreciated that Turkey viewed from outside by most informed observers, especially in the region, remains a shining success story, both economically and politically. Nothing could bring more hope and pride to the region than for the Turkish ascent to be achieved elsewhere, of course, allowing for national variations of culture, history, and resource endowments, but sharing the commitment to build an inclusive democracy in which the military stays in the barracks and the diplomats take pride in resolving and preventing conflicts.

Palestinian Hunger Strikes: Why Still Invisible?

            When it is realized that Mahatma Gandhi shook the British Empire with a series of hunger strikes, none lasting more than 21 days, it is shameful that Palestinian hunger strikers ever since last December continue to exhibit their extreme courage by refusing food for periods ranging between 40 and over 90 days, and yet these exploits are unreported by the media and generally ignored by relevant international institutions. The latest Palestinians who have aroused emergency concerns among Palestinians, because their hunger strikes have brought them to death’s door, are Hassan Safadi and Samer Al-Barq. Both had ended long earlier strikes because they were promised releases under an Egyptian brokered deal that was announced on May 14, 2012, and not consistently implemented by israel. Three respected human rights organizations that have a long and honorable record of investigating Israeli prison conditions have issued a statement in the last several days expressing their ‘grave concern’ about the medical condition of these two men and their ‘utmost outrage’ at the treatment that they have been receiving from the Israeli Prison Service.

 

            For instance, Hassan  Safadi, now on the 59th day of a second hunger strike, having previously ended a 71 day fast after the release agreement was signed, is reported by Addameer and Physicians for Human Rights-Israel, to be suffering from kidney problems, extreme weakness, severe weight loss, headaches, dizziness, and has difficulty standing. It is well established in medical circles that there exists a serious and risk of cardio-vascular failure for a hunger strike that lasts beyond 45 days.

 

            In addition to the physical strains of a prolonged hunger strike, the Israeli Prison Service puts deliberately aggravates the situation facing these hunger strikers in ways that have been aptly described as cruel and degrading punishment. Such language is generally qualifies as the accepted international definition of torture. For instance, hunger strikers are punitively placed in solitary confinement or put coercively in the presence of other prisoners or guards not on hunger strikes so as to be taunted by those enjoying food. It is also an added element of strain that these individuals were given false hopes of release, and then had these expectations dashed without even the disclosure of reasons. Both of these strikers have been and are being held under administrative detention procedures that involve secret evidence and the absence of criminal charges. The scrupulous Israel human rights organization, B’Tselem, has written that the use of administrative detention is a violation of international humanitarian law unless limited to truly exceptional cases, which has not been the case as attested even in the Israeli press. Hassn Safaedi’s experience with administrative detention exhibits the manner of its deployment by Israeli occupation authorities. Administrative detention was initially relied upon to arrest him when he was a child of 16, and since then he has served a variety of prison terms without charges or trial, and well authenticated reports of abuse, amounting to a total of ten years, which means that during his 34 years of life a considerable proportion of his life has been behind bars on the basis of being alleged security threat, but without any opportunity for elemental due process in the form of opportunity to counter evidence, presumption of innocence, and confronting accusations. Amnesty International has recently again called for an international investigation of the treatment of Palestinian detainees and reassurances that Palestinians are not being punished because they have recourse to hunger strikes.

 

            It is important to be reminded of the context of hunger strikes. Such undertakings require great determination of which most of us are incapable, and an exceptionally strong inner commitment that connects life and death in a powerful, almost mystical, unity. It is no wonder that Palestinian hunger strikers have been inspired by the 1989 Tiananman Square Declaration of Hunger Strikers:  “We are not in search of death; we are looking for real life.” The ten IRA hunger strikers, led by Bobby Sands, who died in 1981 at the Maze Prison in Northern Ireland transformed the British Government’s approach to the conflict, leading to establishing at last a genuine peace process that was climaxed by the Good Friday Agreement that brought the violence mostly to an end. Hunger strikes of this depth send a signal of desperation that can only be

Ignored by a mobilization of moral insensitivity generating a condition that

Is somewhere between what psychologists call ‘denial’ and others describe

as ‘moral numbness.’

 

            So why has the world media ignored the Palestinian hunger strikers? Must we conclude that only Palestinian violence is newsworthy for the West?

Must Palestinian hunger striking prisoners die before their acts are of notice? Why is so much attention given to human rights abuses elsewhere in the world, and so little attention accorded to the Palestinian struggle that is supposed to engage the United Nations and underpin so much of the conflictual behavior in the Middle East? Aside from a few online blogs and the Electric Intifada there is a media blackout about these most recent hunger strikes, another confirmation of the Politics of Invisibility when it comes to Palestinian victimization.

 

            After all, the United Nations, somewhat ill-advisedly, is one of the four parties (the others being the United States, Russia, the European Union) composing The Quartet, which has set forth the roadmap that is supposed to produce peace, and should exhibit some special responsibility for such a breach of normalcy in the treatment of Palestinians detained in Israeli prisons. Addameer, al-Haq, and Physicians for Human Rights-Israel have called on three international actors to do something about this situation, at the very least, by way of fact-finding missions and reports—UN High Commissioner of Human Rights, the European Union, and the High Contracting Parties of the Fourth Geneva Convention. Is it too much to expect some sort of response?  We do not expect the United States Government, so partisan in all aspects of the conflict, to raise its voice despite its protestations of concern about human rights in a wide array of countries and despite President Obama’s almost forgotten promises made in his June 2009 Cairo speech to understand the suffering of the Palestinian people and to turn a new page in Middle Eastern policy.

 

            Since I have been following this saga of hunger strikes unfold in recent months, starting with Khader Adnan and Hana Shalabi in December 2011, I have been deeply moved by the consistently elevated human quality of these hunger strikers that is disclosed through their statements and interactions with family members and the public. Their words of devotion and loving solidarity are possessed of an authenticity only associated with feelings rarely expressed except in extreme situations when life itself is in jeopardy. This tenderness of language, an absence of hate and even bitterness, and a tone of deep love and devotion is what makes these statements from the heart so compelling. I find these sentiments to be spiritually uplifting. Such utterances deserve to be as widely shared as possible to allow for a better understanding of what is being lost through this long night of the soul afflicting the Palestinian people. Surely, also, the politics of struggle is implicit, but the feelings being expressed are at once deeply political and beyond politics.

 

            I can only hope that informed and sensitive writers, poets, singers, and journalists, especially among the Palestinians, who share my understanding of these hunger strikes will do their best to convey to the world the meaning of such Palestinian explorations in the interior politics of nonviolence. These are stories that deserve to be told in their fullness maybe by interviews, maybe through a series of biographical sketches, maybe by poems, paintings, and songs, but they need to be told at this time in the same spirit of love, empathy, solidarity, and urgency that animates theses utterances of the Palestinian hunger strikers.

 

            I paste below one sample to illustrate what I have been trying to express: a letter from Hassan Safadi to his mother written during his current hunger strike, published on July 30, 2012 by the Electric Intifada, translated from Arabic by a young Palestinian blogger, Linah Alsaafin, who contributed a moving commentary that is a step in the direction I am encouraging:

 

“First I want to thank you dear mother for your wonderful letter, whose every word penetrated my heart and immersed me in happiness, love and tenderness. I am blessed to have a mother like you. Please thank everyone who stood in solidarity and prayed for me.

What increased my happiness and contentment was you writing that you raise your head up proudly because of me…I hope your head will always be lifted high and your spirits elevated oh loved one. As for waiting for my release, I remind you mother we are believers.

We are waiting for God’s mercy with patience…as Prophet Muhammad related God’s words, “I am as my slave thinks…” As you await my release, think positively and God willing, God will not leave you and your work and He will not disappoint your expectations.

Thank God I have a mother like you, a patient believer who prays for me from her heart, and I thank you dear mother for the beautiful song you wrote that warmed my chest as I read the lyrics..

Congratulations to Nelli’s [his sister] twins…I pray to God they will be attributed to Muslims and to Islam and for them to receive the best upbringing, and for their time to be better than our time.

A Stronger ‘Political Europe’ might save a Stumbling ‘Economic Europe’

            It was only a few years ago that Europe was being praised as the savior of world order, and heralded as the hope for the future of world order. Books with such titles as The European Superpower and Why Europe Will Run the 21st Century were widely read. They celebrated the realities of a European post-colonial recovery, even a new type of ascendancy, results that were welcomed by many who hoped for a more peaceful and equitable world. I shared much of this enthusiasm, believing that the European Union was a bold and generally progressive experiment in regionalism that was better suited to our era of intensifying globalization than a state-centric world of sovereign territorial communities habituated to the dynamics of warfare. This statist world order had been evolving through the centuries, but always with the premise that the sovereign state was not subject to external authorities and law if its fundamental security interests were at stake. The origins of this state system are conveniently associated with the Peace of Westphalia in 1648 that brought to an end the bloody Thirty Years War, a struggle between Catholics and Protestants to determine primacy within Christendom. 

 

            A world of regions provided a structural vision that seemed an attractive sequel to a world of sovereign states. It seemed more attainable than a quixotic leap in the direction of world government, which neither political nor business leaders took seriously. Populist forces were also suspicious of any advocacy of world government, generally fearing it was intended as or would turn out to be a scheme for Western dominance. From these perspectives the EU seemed to be the most interesting world order game in town!  It was an exciting experiment in world order that had grown through the years far beyond its early modest post-1945 beginnings as an instrument for limited economic cooperation on matters of coal and steel among a small number of European countries. By stages the EU had become the most impressive supranational presence in modern times, seemingly a far more significant alternative to state-centricism than the UN or even the international financial institutions (World Bank, IMF, WTO).

 

            European regionalism was mainly applauded in mainstream circles because of its achievements associated with economic integration that produced benefits in trade and investment, as well as overall economic growth. EU was not only a clever adjustment to European participation in a globalizing world economy that featured the expanding role of such major actors as the United States, Japan, and China, it also seemed to facilitate a positive European future . Perhaps, most notably, Europe had become a culture of peace, not a small accomplishment on a continent long ravaged by devastating wars, particularly in the 20th century. In a stimulating book, Where Have All the Soldiers Gone, its author James Sheehan informs us that “[t]he eclipse of the willingness and ability to use violence that was once so central to statehood has created a new kind of European state, firmly rooted in new forms of public and private identity.” (p. 221) Most especially, this new European outlook, while certainly not pacifist, was generally seemed disinclined to endorse global militarism.

 

            Such a shift in Europe was not without ambiguities. Europe’s habits of obedience to Washington acquired during the long Cold War often led European governments to give priority to their alliance relations with the United States rather than give expression to this altered political consciousness. Some skeptics suggested that Europe had not really adopted a culture of peace, but rather found it expedient to concentrate their collective energies on meeting the perceived threat posed by the Soviet Union. NATO waged war in 1999 to end the oppressive Serb occupation of Kosovo in a situation in which there did exist credible dangers of ethnic cleansing and the encouragement of an Albanian majority population that welcomed the intervention. Although European governments were split on backing the Iraq War in 2003, the public opinion in every European country was strongly opposed to the war. NATO had been a defensive regional alliance generated by concerns about Soviet expansionist ambitions and anchored in the military capabilities of the United States that seemed dedicated to the defense of Europe even if meant enduring the onslaught of a third world war.

 

            Above all, the EU evolution confirmed the view that intra-European relations were now insulated from war, that open borders did not pose security threats, and that a common European foreign policy was likely to be achieved in the near future. To some extent, the EU reinforced this positive image by taking the lead in efforts to shape a responsible global policy on climate change.

Their efforts were so successful that the United States at the 2009 Copenhagen UN Conference on Climate Change tried to build a new coalition of pro-growth economies with the intention of marginalizing the European insistence on cutting back drastically on greenhouse gas emissions.

 

            Europe veered in a wrong direction after the 9/11 attacks when it allowed NATO to express solidarity with the United States decision to respond by way of launching a global war on terror that persists. This implicated Europe in the dubious approach by the neoconservatives in Washington to pursue a worldwide grand strategy aimed at global domination. It completely transformed NATO into an instrument of post-colonial Western interventionary diplomacy, having nothing to do with the defense of Europe, and engaged in warfare in such non-European battlefields as Afghanistan and Libya. The claims to achieve a culture of peace were deeply compromised by this participation in these non-defensive wars, and as a result the idea of an emergent progressive European alternative to state-centricism has almost vanished from the imaginary of a preferred future for humanity.

 

            But more than peace, Europe also showcased the realities of a humane form of capitalism in which the mass of society could enjoy a secure and satisfying life, a welfare state in which high quality education and health care was provided, human rights upheld and implemented by a regional judicial process that had the mandate to override national policy, and an economic space that combined robust growth with the free flow of capital, goods, and labor. This 21st century social contract between the state and its citizenry that emerged in Europe seemed to provide a model for others to follow, or at least to be challenged by. Other nearby countries seemed eager to join the EU to benefit economically and politically from such an association of states in which the whole seemed definitely to exceed the value of the parts, and extremist politics of either left or right seemed precluded.

 

            Disappointment with developments pertaining to Europe can be expressed schematically. The preoccupation with economic Europe produced an accommodation with populist insistence on a decent life to produce advances in ‘social Europe’ and this produced a climate of opinion that allowed the radical step of monetary integration. This process proceeded but without corresponding political integration needed to establish a strong European identity. Political Europe, while enjoying some governmental presence in the form of the European Court of Justice, European Court of Human Rights, and the European Parliament, never generated a sense of Europeanness that extended beyond market ambitions, and perhaps the aggrandizing moves that prompted the enlargement of the EU to encompass the countries formerly part of the Soviet Bloc. As the great French Europeanist, Jacques Delors, well understood, without congruence between economic and political integration, the onset of a crisis affecting money and markets will revive fierce nationalist sentiments and accompanying blame games. Instead of a bold experiment in regional identity politics, we seem faced once again with Europe as a collection of separate sovereignties.

 

            All is not yet lost, but there is a message beyond that of the obsessive bailout/default dialogue. It is that Europe to ensure its future must renovate its political architecture. This means overcoming the peculiar capitalist brand of economic materialism that seems perversely convinced that if money and banks are the problem, then money and banks must be the solution. No, the solution a political, ethical, and psychological leap of faith that a European sense of community is necessary to save the EU and the constraints of obsolete nationalism, and therefore it is possible.   

 

What is New in the Israel/Palestine Conflict

           Undoubtedly transfixed by the extraordinary developments throughout the Arab world since Mohamed Boazizi’s self-immolation on December 17, 2010: from Tahrir Square to the NATO intervention in Libya to bloody confrontations in Syria, Yemen, Bahrain to the eerie quiet in Algeria to the relative and temporary calm in Morocco, there has been a widespread few have noticed that the Israeli/Palestine conflict has changed its character in fundamental respects during the last couple of years.

           

            For some the first of these transformative developments may have been realized for somewhat longer, but now almost everybody knows, except for those in high places, especially in Washington and Tel Aviv who seem to have a political need not to know. The stark fact is that both Israel and Palestine have no hope that international negotiations between governmental representatives of the two sides has any chance of reaching an agreement that will end the conflict. Israelis, especially those backing the Netanyahu government never desired or believed in the possibility of a diplomatic solution. The ‘peace process’ that started in Oslo back in 1993 has steadily deteriorated the Palestinian prospects while enhancing those of Israel; it has been worse than gridlock for the Palestinians and a smokescreen for Israelis to carry out their expansionist plans while pretending to be pursuing a political compromise based on withdrawing from land occupied in 1967. The sequel to Oslo has been a pathetic enterprise, taking the form of ‘the quartet’ (U.S., European Union, Russia, and the UN) setting forth a roadmap that was supposed to lead the Palestinians to a state of their own drawn along the borders of the green line, but in practice has been a charade that Israel has scoffed at while representatives of the Palestinian Authority seemed to believe that it was worth playing along, although working within the confines of the occupation to establish governmental institutions that could claim statehood by unilateral self-assertion. The PA did seize this option last September when President Mahmoud Abbas made his historic plea to the UN General Assembly, but was stymied by exertion of U.S. geopolitical muscle

 on Israel’s behalf. At this point even the PA seems to have abandoned its effort to challenge a supposed status quo that is more realistically comprehended as a toxic mixture of annexation and apartheid should no longer be called ‘occupation.’

 

            Apparently to please Washington, and to a lesser extent the EU, neither Tel Aviv nor the Palestinian Authority in Ramallah have openly repudiated diplomacy, and continue to give lip service to a readiness to talk yet again, although the PA has at least the dignity to insist that no further negotiations can occur until Israel agrees to halt settlement expansion in the West Bank. To demand that Israel discontinue unlawful activities that impact upon what is being discussed should be regarded as a no brainer, but it is treated by the world media as though the Palestinians were seeking a huge concession from the Israelis, and in a way it is, if we acknowledge that the Netanyahu government is essentially a regime under the control of the settlers.

 

            The second of these under observed developments in the conflict is a definite shift toward nonviolence by the Palestinians. In different sites of struggle the Palestinians have confirmed the declarations of their leaders that resistance no longer primarily refers to armed struggle and suicide bombings, but is based on a range of nonviolent undertakings that challenge the legitimacy of Israeli policies, above all its oppressive policies and structures of abuse and exploitation in the West Bank, East Jerusalem, and Gaza.

 

            There are several different manifestations of this turn to nonviolence and a global solidarity movement. The following instance are illustrative, and should have been treated as major news, but because Israel refuses to be challenged, even nonviolently, the world media have been silent, and offered very little overall analysis. Among the forms of nonviolent opposition are the following: repeated village demonstrations in the West Bank against the continued building of the separation wall located on occupied Palestinian territory and held to be unlawful in 2004 by a near unanimous International Court of Justice; strong support and some impressive results for a growing worldwide Boycott, Divestment, and Sanctions initiative modeled on the Anti-Apartheid global campaign that was so effective in inducing the collapse of the racist regime in South Africa; and the Freedom Flotillas in which humanitarian activists from many countries challenged the Israeli blockade of Gaza that has persisted for five years and led to the ugly confrontation in May 2010 when the Turkish ship Mavi Marmara was assaulted in international waters by Israeli naval commandos, killing 8 Turks and one Turkish-American.

 

            Most impressive of these nonviolent challenges by Palestinians civil society has been a dramatic series of hunger strikes in Israeli jails that has reignited the Palestinian moral and political imagination. These strikes were initiated in December 2011 by the bravery of a single individual, Khader Adnan, who was harshly arrested in his home in the middle of the night and placed in ‘administrative detention’ a procedure used to hold suspects without charges, evidence, and trial. Adnan defiantly continued his strike for 66 days, was on the verge of death, and only agreed to resume eating when Israel somewhat relented.

 

            These hunger strikes mobilized widespread support among Palestinians, and an enthusiasm that contrasts with the bitter disillusionment directed at the failed peace talks. The strikes against administrative detention stimulated a related mass hunger strike of more than 1600 prisoners in Israeli prisons protesting conditions of their confinement. This parallel undertaking began on Palestinian Prisoners Day, April 17, and lasted for a full month until settled when Israel agreed to meet several of the demands put forward by the strikers.

 

            Hunger strikes are not grasped by the Western mind in their full significance. Such voluntary actions are an extreme form of nonviolence. The striker sacrificially foregoes violence against the other, seeking to awaken the conscience of those accused, bearing witness to abusive behavior, and appealing for solidarity from the wider affected community. Such extended hunger strikes send a moral message to both the oppressed and the oppressor, although the latter is likely to turn away in cynical disregard as has been the case with respect to the Israeli response.

 

            It should still be shocking, despite not being entirely surprising that the Western media has taken almost no notice of these remarkable hunger strikes and how they illustrate this new face of Palestinian resistance. We have only to take note of the ceaseless coverage given to Chen Guangcheng, the blind Chinese activist now enjoying sanctuary in the United States. Must we believe that Palestinian behavior is only of interest to Western media when it can be presented as fanatical and takes the form of violence against civilians? Of course this Chinese dissident deserves our sympathy, but should his story be so captivating as to completely eclipse the more extreme challenges posed by Palestinian hunger strikers that seem ready to make the supreme sacrifice of their own life? Recalling that the death in 1981 of Bobby Sands, the IRA hunger striker, helped open a door that led to a kind of peace in Northern Ireland and that Mohamed Boazizi’s death sparked revolution in Tunisia, only time will tell whether these Palestinian hunger strikes, unquestionably heroic, will lead the Palestinian people closer to realizing their right of self-determination and the finality of a just peace.            

 

            The third major development is the shift in the regional balance in favor of the Palestinians. The public opinion among the Arab people is strongly supportive of the Palestinian struggle and deeply alienated by the kind of Egyptian collaboration with Israel typified by the Mubarak regime. Turkey, once a strategic ally of Israel, is now an antagonist, as well as being an avowed backer of Palestinian claims. In light of these changes, I would have supposed that Israeli realists would be devoting their utmost energies to finding ways to reach a sustainable peace agreement that is sensitive to Palestinians rights under international law. Israeli realists may have sought refuge underground to avoid humiliation or worse in an Israel so firmly under the thumb of Netanyahu extremists who refuse to read this ominous writing on the regional wall, a refusal applauded by a U.S. Congress that is ready to jeopardize American security at the alter of Israeli militarism. Such an unnatural geopolitical relationship is currently unchallengeable in the United States, which is itself sad and dangerous.

 

            My claim is that these three sets of development should lead us to reimagine the Israel/Palestine struggle, and to channel our hopes and resources accordingly. The Israeli government and its strategic think tanks are clear that they are more threatened by this turn town militant nonviolence than by armed resistance. Israel has the weaponry and the skill on the battlefield, but fortunately their formidable propaganda machine has been unable to stem the rising tide of public opinion hostile to Israel and supportive of the Palestinian struggle.  

 

 

 

The Nakba: 2012

            The recent parallel hunger strikes in Israeli prisons reignited the political imagination of Palestinians around the world, strengthening bonds of ‘solidarity’ and reinforcing the trend toward grassroots reliance on nonviolent resistance Israeli abuses.  The crisis produced by these strikes made this year’s observance of Nakba Day a moral imperative for all those concerned with attaining justice and peace for the long oppressed Palestinian people whether they be living under occupation or in exile. The Palestinian mood on this May 14th, inflamed by abuse and frustration, but also inspired by and justly proud of exemplary expressions of courage, discipline, and nonviolent resistance on the part of imprisoned Palestinians who are mounting the greatest challenge of organized resistance that Israel has faced since the Second Intifada.

 

            The agreements ending the strikes were reached as a result of Israeli concessions, pledges to reduce reliance on administrative detention, abandon solitary confinement, and allow family visits, including from Gaza. Whether these pledges will be honored remains to be seen. Past Israeli behavior whether with respect to Israeli settlement activity or with respect to softening the impact of the blockade on Gaza that has been maintained for five years suggest that only careful monitoring will determine whether Israel abides by its commitments. The experience of Hana Shalabi is not encouraging. In an agreement that ended her hunger strike after 43 days in exchange for her release from administrative detention, she was not allowed to return to her West Bank home but sent to Gaza and ordered to remain there for three years.

Whether she was told about this condition at the time of her release has not been satisfactorily clarified, but it does strongly suggest that it is important to

Remember that there are two devils: one hangs out in the details, the other in the degree to which behavior corresponds with the pledges.

 

            As of now, the outcome of these hunger strikes have been justly celebrated as a victory for Palestinian resistance, and a further demonstration that at this stage the political struggle against Israeli occupation depends on the will and creativity of the people, and not on the diplomatic skill of the leadership.  Inter-governmental diplomacy of the sort associated with ‘the Oslo peace process’ and ‘the Quartet’s road map’ have provided a smokescreen to divert attention from Israeli expansionist ambitions for the past twenty years without moving the two sides one inch closer to a sustainable and just peace.

 

            Perhaps, the other good news for the Palestinians is the further decline of Israel’s global reputation. According to a BBC poll only Iran and  Pakistan are viewed more unfavorably than Israel among the 22 countries ranked, suggesting the utter failure of the expensive Israeli propaganda campaign. Even if Europe the unfavorable ratings associated with Israel are strikingly high: 74% Spain, 65%, France, 69% Germany, 68% Britain. What calls for explanation is why these European governments and the European Union ignore such a mandate from their own citizens, and continue to pursue policies that are unconditionally pro-Israeli.

 

            There are other signals of a shift in the diplomatic balance of forces. According to another new poll 61% of Egyptians want to cancel the 1979 Treaty with Israel. This is reinforced by the resentment of Egyptians toward  the United States’ role in their country in the Middle East generally. 79% of the 1000 Egyptians interviewed expressed their unfavorable view of the United States.

 

            Where are the Israeli ‘realists’ hiding? Instead of loose talk about attacking Iran isn’t time to give weight to such recent developments? The writing is on the wall. Military superiority and political violence do not ensure security in the early 21st century. Legality and legitimacy matter more than ever. It is Turkey that exerts regional influence, not because it throws its weight around, but because it has, despite some serious flaws, pursued a path that has brought greater prosperity at home, acted independently and effectively in fashioning its foreign policy, and achieved a governing style reflective of its cultural identity. These achievements generate a Turkish Model that is attractive, overlooking unresolved acute problems with minorities and a clumsy kind of unwillingness to respect dissenting voices.     

 

 

            Reverting to the Palestinian epic hunger strikes that continue to deserve our attention and admiration. It all started when a lone prisoner, Khader Adnan initiated a hunger strike to protest his abusive arrest and administrative detention on December 17th, which happens to be the exact anniversary of the day that the Tunisian vendor, Mohammed Bouazizi, set himself on fire, his death leading directly to a wave of uprisings across the region that became known throughout the world as the Arab Spring. Adnan gave up his strike after 66 days when Israel relented somewhat on his terms of detention, and this was the same length of time that Bobby Sands maintained his hunger strike unto death so as to dramatize IRA prison grievances in North Ireland. It is not surprising that the survivors of the 1981 Irish protest should now be sending bonding messages of empathy and solidarity to their Palestinian brothers locked up in Israeli jails.

 

            What Adnan did prompted other Palestinians to take a similar stand. Hana Shalabi, like Adnan a few weeks later experienced a horrible arrest experience that included sexual harassment and was sent to prison without charges or trial four months after she had been ‘released’ in the Shalit prisoner exchange in October 2011. She too seemed ready to die rather than endure further humiliation, and was also eventually released, but punitively, being ‘deported’ to Gaza away from her West Bank village and family for a period of three years. Others hunger strikes followed, and now two types of hunger strike under way, each influenced by the other.

 

            The longer of the strike involves six protesting Palestinians who are in critical condition, with their lives at risk for at least the past week. Bilal Diab and Thaer Halahleh who have now refused food for an incredible 76 days, a sacrificial form of nonviolent resistance that can only be properly appreciated as a scream of anguish and despair on behalf of those who have been suffering so unjustly and mutely for far too long. It is a sign of Western indifference that even these screams seem to have fallen on deaf ears.

 

            The second closely related hunger strike that has lasted almost a month is an equally an extraordinary display of disciplined nonviolence, initiated on April 17th Palestinian Prisoners Day. By now there are reported to be as many as 2000 prisoners who are refusing all food until a set of grievances associated with deplorable prison conditions are satisfactorily. The two strikes are linked because the longer hunger strike inspired the mass strike, and the remaining several thousand non-striking Palestinian prisoners in Israel jails are already pledged to join the strike if there are any deaths among the strikers. This heightened prisoner consciousness has already been effective in mobilizing the wider community of Palestinians living under occupation, and beyond.

 

            This heroic activism gives an edge to the 2012 Nakba observance, and contrasts with the apparent futility of traditional diplomacy. The Quartet tasked with providing a roadmap to achieve a peaceful resolution of the Israel/Palestine conflict seems completely at a loss, and has long been irrelevant to the quest for a sustainable peace, let alone the realization of Palestinian rights. The much publicized efforts of a year ago to put forward a statehood bid at the United Nations seems stalled indefinitely due to the crafty backroom maneuvers of the United States. Even the widely supported and reasonable recommendations of the Goldstone Report to seek accountability for Israeli leaders who seemed guilty of war crimes associated with the three weeks of attacks on Gaza at the end of 2008 has been permanently consigned to limbo. And actually the situation is even worse for the Palestinians than this summary depiction suggest. While nothing happens on the diplomatic level other clocks are ticking at a fast pace.  Several developments adverse to Palestinian interests and aspirations are taking place at an accelerating pace: 40,000 additional settlers are living in the West Bank since the temporary freeze on settlement expansion ended in September 2010, bringing the overall West Bank settler population to about 365,000, and well over 500,000 if East Jerusalem settlers are added on.

 

            Is it any wonder then that Palestinians increasingly view the Nakba not as an event frozen in time back in 1947 when as many as 700,000 fled from their homeland, but as descriptive of an historical process that has been going on ever since Palestinians began being displaced by Israeli immigration and victimized by the ambitions and tactics of the Zionist Project? It is this understanding of the Nakba as a living reality with deep historical roots that gives the hunger strikes such value. Nothing may be happening when it comes to the peace process, but at least, with heightened irony, it is possible to say that a lot is happening in Israeli jails. And the resolve of these hunger strikers is so great as to convey to anyone that is attentive that the Palestinians will not be disappeared from history. And merely by saying this there is a renewed sense of engagement on the part of Palestinians the world over and of their growing number of friends and comrades, that this Palestinian courage and sacrifice and fearlessness will bring eventual success and, in contrast, it is the governmental search for deals and bargains built to reflect power relations not claims of rights that seems so irrelevant that its disappearance would hardly be noticed.

 

            By and large, the Western media, especially in the United States, has taken virtually no notice of these hunger strikes, as if there was no news angle until the possibility of martyrdom for the strikers began at last to stir fears in Israeli hearts and minds of a Palestinian backlash and a public relations setback on the international level. Then and only then has there been speculation that maybe Israel could and should make some concessions, promising to improve prison conditions and limit reliance on administrative detention to situations where a credible security threat existed. Beyond this frantic quest by Israel to find a last minute pragmatic escape from this volatile situation posed by both hunger strikers on the brink of death and a massive show of solidarity by the larger prison population, is this sense that the real message of the Nakba is to underscore the imperative of self-reliance and nonviolence and ongoing struggle. The Palestinian future will be shaped by the people of Palestine or nothing. And it is up to us in the world, whether Palestinian or not, to join in their struggle to achieve justice from below, sufficiently shaking the foundations of oppressive structures of occupation and the exclusions of exile to create tremors of doubt in the Israeli colonial mindset. And as doubts grow, new possibilities suddenly emerge.

 

            For this reason, the Nakba should become important for all persons of good will, whether Palestinian or not, whether in Israel or outside, as an occasion for displays of solidarity. This might mean a global sympathy hunger strike as is being urged for May 17th or an added commitment to the BDS Campaign (Boycott, Divestment, and Sanctions) or signing up to join the next voyage of the Freedom Flotilla. Certainly the Nakba is a time of remembrance for the historic tragedy of expulsion, but it is equally a time of reflection on what might be done to stop the bleeding and to acknowledge and celebrate those who are brave enough to say “this far, and no further.”   

Why Europe is not yet ‘A Culture of Peace’

             It is undoubtedly true that the greatest unacknowledged achievement of the European Union (EU) is to establish ‘a culture of peace’ within its regional enclosure for the 68 years since 1944. This has meant not only the absence of war in Europe, but also the absence of ‘war talk,’ threats, crises, and sanctions, with the single important exception of the NATO War of 1999 that was part of the fallout from the breakup of former Yugoslavia. This was undertaken by the American-led alliance both to accomplish the de facto independence of Kosovo from Serbian rule, to ensure the post-Cold War viability of NATO, to reinforce the lesson of the Gulf War (1991) that the West could win wars at low costs due to their military superiority, and to rescue Albanian Kosovars from a possible humanitarian catastrophe at the hands of their Serb oppressors.  The contrast with the first half of the 20th century is stark when Europe seemed definitely the global cockpit of the war system in the East-West struggle for global supremacy.  Millions of soldiers and civilian died in response to the two German attempts by force of arms to gain a bigger role within this European core of West-centric geopolitics. Germany challenged the established order not only by recourse to massive aggressive wars in the form of World War I and II, but also by establishing a diabolical political infrastructure that gave rise in the 1930s to the violently genocidal ideologies of Nazism and fascism.

 

Even during the Cold War decades, Europe was not really at peace, but always at the edge of yet another devastating. For the four decades of the Cold War there existed a constant threat of a war fought with nuclear weapons, a conflict that could have produced totally devastating warfare at any point resulting from provocative American-led deployments of nuclear weapons or inflammatory Soviet interventions in Eastern Europe, or from the periodically tense relations in the divided city of Berlin. Also, to some extent the Soviet Union, with its totalitarian variant of state socialism, was as much European as it was Asian, and thus to a degree the Cold War was being fought within Europe, although its violent dimensions were prudently limited to the global periphery. Despite the current plans to surround Russia with defensive missile systems, supposedly to construct a shield to stop Iranian missiles, there seems little threat of any war being fought within European space, and even a diplomatic confrontation seems improbable at this point. In many respects, the EU culture of peace, although partial and precarious, has been transformative for Europeans even if this most daring post-Westphalia experiment in regional integration and sovereignty has been wrongly assessed almost exclusively from an economistic perspective as measured by trade and investment statistics, and the strength of the Euro and the rate of economic growth. The deep financial crises afflicting its Mediterranean members captures the public imagination without any appreciation of this European contribution to peaceful regional governance.

 

Many foreign policy experts are tend to discount this claim of an internally peaceful Europe. First because it had the benefit of an external Soviet adversary that made a political consensus among European elites appear to be a condition of physical and ideological survival. Secondly, because it could count on the American military presence, hegemonically instrumentalized via NATO, to protect Europe and to soften the edges of any intra-European disagreements. This latter role helps us understand the deployment in Europe of American forces so long after the fighting stopped, even if gradually reduced from troop levels of over 300,000 to the present 50,000. Even this smaller military presence is maintained at high cost to the United States, but it is widely seen in Washington as both a guarantor of peace in Europe and as an expression of America’s global engagement and permanent repudiation of its earlier geopolitical stance toward Europe of what was called ‘isolationism.’ Such a stance was never truly descriptive of American foreign policy, which was almost from its time of independence was expansionist and disposed toward intervention in hemispheric affairs.

 

            While I would with some qualifications affirm the European experience with regionalism as a step forward from the perspective of global governance, there are some darker features of European behavior that need to be taken into account. The colonial powers did not give up their empires without a fight. While the EU was emerging from the wreckage of World War II, European powers fought some dirty wars in futile efforts to hold onto their overseas empires in such countries as Malaya, Indonesia, Indochina, and Algeria. In a sense, the European culture of violence toward non-Europeans was taken over by the United States in its almost continuous engagement in counterinsurgency warfare against the peoples and nations of the South, a mode of one-sided warfare that reached its climate during the Cold War in Vietnam and has risen to alarming levels of destructiveness in Afghanistan and Iraq.

 

            There are also some broader matters of global policy involved.  After the end of the Cold War, the Western security priorities shifted from the defense of Europe against a Soviet threat to an ongoing campaign led by the United States to control the geopolitics of energy. This refocusing shifted the fulcrum of world conflict from Europe to the Middle East, a process strongly reinforced by Washington’s willingness to follow Israel’s lead on most matter of regional security. In such settings external to the territorial domain of the EU, the approach adopted under American leadership has been premised on discretionary recourse to violence under NATO banners, as in Afghanistan and Libya, especially following the American resecuritization of world politics along liberal internationalist lines since the NATO War in Kosovo, and even more so after the 9/11 attacks. The recent buildup toward war against Iran, allegedly because it is on the verge of acquiring nuclear weapons, is a further demonstration of the contrast between the EU as a European regional arrangement based on the rejection of war as a foreign policy option and NATO as a Western hierarchal alliance that performs as a discretionary mechanism of military intervention in the non-Western world, especially in the energy-rich countries of the Muslim Middle East.

 

Iran is the poster child of such separation of Europe as a zone of peace and the Islamic world as a zone of war. It is notable that the threats to attack Iran in the coming months and the imposition of four stages of crippling sanctions are premised on the unacceptability of Iran’s nuclear program, which is allegedly moving close to the threshold of nuclear weaponry. It could certainly be doubted whether if Iran was intent on acquiring nuclear weapons, and thereby violating its pledge under the Nuclear Nonproliferation Treaty, it would be grounds for recourse to force.  If the issue were to be more reasonably contextualized it would make us more aware of the relevance of Israel’s stealth acquisition and development of nuclear weapons, accumulating an arsenal estimated to exceed 300 warheads. The exclusions of geopolitical discourse, facilitated by a compliant media, allow Israel to lead the charge against Iran’s supposed quest for nuclear weapons without even an acknowledgement that in light of the overall realities the most prudent and equitable approach would be for all states in the region to unconditionally renounce their intention to acquire or possess this infernal weaponry of mass destruction.

 

But the situation is even more distressing than this shocking embrace of double standards. The available evidence makes it doubtful that Iran is even trying to become a nuclear weapons state. This conclusion is supported by an apparent agreement of all 16 American intelligence agencies that share the view that a high probability exists that Iran abandoned its nuclear weapons program in 2003, and has not resumed it. This intelligence consensus corresponds with the Iranian contention that it is not seeking to acquire nuclear weapons. The moves toward war against Iran have been amplified by repeated threats of attack in violation of Article 2(4) of the UN Charter, as well as by deliberately imposing punitive sanctions of intensifying severity and by engaging in provocative destabilizing intrusions on Iranian sovereignty taking the form of targeted killings of nuclear scientists and the encouragement of anti-regime violence. Europe is a willing junior partner of the United States in this post-colonial reassertion of Western interests in the oil-rich Middle East, and thus complements its imperfect regional culture of peace with a dangerous global culture of war and hegemony.

 

            As might be expected, this kind of European role external to Europe has sparked a variety of anti-European acts of violent opposition. In turn, Europe has turned in an Islamophobic direction, giving rise to anti-immigrant reactionary politics that are mainly directed against Islamic minorities living within its midst, to a reluctance to move down the road leading to Turkish accession to EU membership, and to various restrictions of religious freedom associated with the practice of religious Islamic women such as wearing a headscarf or burka.

 

            What is striking here is the dedication by the West to sustain by relying on its military superiority the colonial hierarchy of North/South relations in the post-colonial world order. The state system has been universalized since 1945, but the countries of the North, under American leadership, have continuously intervened to promote Western interests at the cost of millions of lives, first as an aspect of worldwide anti-Soviet and anti-Chinese geopolitics, and more recently, to secure oil reserves and to counter Islamic political moves to control national governance structures, as in Afghanistan. The West no longer seeks to fly its flag over the governmental buildings of non-Western countries, but it as hungry as ever for their resources, as well as to ensure receptivity to Western foreign investment and trade interests. Whether to slay the dragons of Communism or Islam, or to satisfy the bloodthirsty appetites of liberal internationalists that champion ‘humanitarian interventions,’ the dogs of war are still howling in the West. The doctrinal masks of law and a UN mandate obscure the realities of aggressive war making, but should not be allowed to deceive those genuinely dedicated to a peaceful and just world.  For one thing, we should not be fooled by belligerent governments relying on legitimizing imprimatur of the Responsibility to Protect—R2P—norm, as in Libya or Syria, to mount their military operations, while at the same time adhering to a non-interventionary ethos when it comes to Gaza, Kashmir, Chechnya, Kurdistan, Tibet). Of course, consistency is not the whole story, but it does penetrate the thick haze of geopolitical hypocrisy. More basic is the renunciation of violent geopolitics and reliance for social and political change on the dynamics of self-determination. Let us appreciate the biggest successes in the Arab Spring took place where the uprising were essentially non-violent and there was minimal external interference, and the most dubious outcomes have occurred where the anti-regime movement was violent and received decisive military assistance from without.

 

            Unfortunately, despite the complexities involved we cannot count on the United Nations partly because the veto creates a possibility to preclude appropriate responses (as in relation to Israeli abuses of Palestinians) or its failure to be used due to geopolitical pressures authorizes essentially unlawful warfare (as in relation to the Libyan intervention where opponents abstained rather than block military action). True, the UN can sometimes withhold its certification for aggression, as it did in 2003 when it rejected the American appeal for a mandate to invade and occupy Iraq, but even then it stood aside when the aggression took place, and even entered Iraq to take part in consolidating the outcome of the unlawful attacks. The UN can be useful in certain peacemaking and peacekeeping settings, but when it comes to war prevention it has lost credibility because tied too closely to the lingering dominance of Western geopolitics.

            These critical assessments highlight the need of persons seeking peace and justice to work within and beyond the established channels of institutional governance. And more specifically, to take note of what Europe has achieved, and might yet achieve, without overlooking past and present colonial and colonialist wrongdoing. In this respect, we need both a UN that becomes as detached as possible from its geopolitical minders and a robust global Occupy Movement that works to provide the peoples of the world with a democratic public order that protects our lives and is respectful of nature’s limits.  

Turkey’s Foreign Policy: Zero Problems with Neighbors Revisited

            Pundits in Europe and North America in recent months have delighted in citing with a literary smirk ‘zero problems with neighbors,’ which has been the centerpiece of Ahmet Davutoglu’s foreign policy agenda since he became Foreign Minister on May 1, 2009. Mr. Davutoglu had previously served as Chief Advisor to both the Prime Minister and Foreign Minister ever since the AKP came to power in 2002, and was known in those years as the ‘architect’ behind the scenes. Critics of the zero problems approach point to the heightened Turkish tensions with Syria and Iraq, the persisting inability of Ankara to overcome the hostile fallout from Mavi Marmara incident with Israel, and even the revived salience of the long unresolved dispute with the Armenian diaspora sparked by a new French law that makes the denial of genocide associated with the 1915 massacres a crime and has led to a dramatic worsening of Turkish-French relations.

 

            Troubles to be sure, but should these be interpreted as ‘failures,’ and more precisely as ‘Turkish failures’? Perhaps, Davutoglu was insufficiently cautious, or alternatively too optimistic, when he articulated the zero problems diplomacy, but was it not at the time an accurate way of signaling a new dawn for Turkey’s approach to neighbors, especially its Arab neighbors, and actually, to the world as a whole. And Davutoglu implemented his lofty vision with a dizzying series of initiatives that opened long locked doors. He also made it clear that the neighborhood was not to be understood in a narrow geographical sense, but rather in as broad a sense as disclosed by cultural and historical affinities and mutual strategic interests. Davutoglu was eager not only to banish lingering bad memories associated with centuries of Ottoman rule over much of the Arab world, as well as to renew connections with countries that shared Turkic and Muslim identities.

 

            It should be recalled that Turkish foreign policy began charting this new course years before Davutoglu became Foreign Minister, and thus was a shift in worldview that was shared with Recip Tayyip Erdogan and Abudllah Gul, the two dominant political leaders during the past decade.  Indeed, both men deserve some of the credit, and a share of the responsibility, for steering the Turkish ship of state into such mainly uncharted waters of diplomatic initiative.

 

            In an important sense, the turning point came in 2003 when the Turkish government, after sending some mixed signals to Washington, finally refused to allow the United States to use its territory to stage an invasion of Iraq. At the time the anti-AKP domestic opposition challenged this unprecedented act of geopolitical insubordination by Ankara as the biggest mistake in the whole of Turkish republican history. In retrospect, this opting out of the invasion of Iraq constituted a transformational moment for Turkey that demonstrated to its neighbors and the world, and even to itself, that Turkey could and would think and act for itself when it comes to foreign policy, that the hierarchical alliances of the Cold War period were over, and that Washington should no longer take Ankara’s collaboration for granted. And yet this move did not mean, as some critics in both Turkey and the United States wrongly claimed, a turn toward Islam and away from the West or its continuing involvement in Western security arrangements. Even during the Iraq War Turkey allowed the Incirlik Air Base to be used by American combat aircraft, including for bombing missions. As recently shown, Turkey still values its NATO ties even to the extent of allowing radar stations to be deployed on its territory that is linked to a missile defense system that seems mainly intended to protect Europe, Israel, and the Gulf from Iran in the immediate future and possibly Russia in the long-term.

 

            By now it is almost forgotten that it was Turkey that encouraged peace talks between Syria and Israel to resolve their conflict that seemed to be headed for success until their abrupt breakdown, a development attributed at the time to the Israeli attacks on Gaza at the end of 2008, but in retrospect better understood as the unwillingness of Israel to give up its 1967 conquest and subsequent occupation of the Golan Heights. Turkey also sought to be a peacemaker further afield in the Balkans and Caucasus, doing the seemingly impossible, bringing Bosnia and Serbia together in a manner that moved these two antagonistic governments on a path leading to normalization and at least a cold peace. Even more ambitiously, in collaboration with Brazil, Turkey used its new stature as an independent regional player in May 2010 to persuade Tehran to accept an arrangement for the storage of a large portion of Iran’s enriched uranium in Turkey, thereby demonstrating the plausibility of a peaceful alternative to the United States/Israel posture of sanctions and warmongering.

 

            To be sure, the earlier sensible effort to have friendly relations with Syria has now badly backfired, but not until the regime in Damascus started the massive shooting of its citizens and refused to meet the demands of its people for far reaching reforms.  Arguably, the same reversal of outlook in Ankara occurred in relation to Libya after Qaddafi threatened to massacre his opposition, leading eventually to extending some Turkish humanitarian support for the UN-backed NATO intervention in Libya in 2011 that shaped the outcome of an ongoing internal struggle for control of the Libyan political future. Also, there is no doubt that the refusal of the European Union to shift its one-sided stance on Cyprus that is punitive toward Turkey has had some serious consequences. It has soured relations with Greece, producing a temporary deterioration that has taken place despite the Turkish show of reasonableness and exhibiting a spirit of compromise in relation to Cyprus. And, together with the recent Islamophobic surge in Europe, this perceived unfairness to Turkey with respect to Cyprus has reinforced the weakening of an earlier Turkish commitment to qualify for membership in the EU. 

 

            Even with Israel, despite the strong sympathies of the Turkish public with the struggle of the Palestinians, the AKP leadership has done its best to restore normalcy to the relationship between the two countries. After all, the May 31, 2010 attack by Israel’s navy in international waters on the Mavi Marmara carrying humanitarian activists and assistance to Gaza and challenging the Israeli blockade was not only a flagrant breach of international law but resulted in the death of nine Turkish passengers. Turkey has demanded an official apology and compensation for the families of the victims, a reasonable set of expectations that was apparently on the verge of acceptance by Tel Aviv, but collapsed at the last hour when challenged by the internal political opposition to Netanyahu led by the super-hawk foreign minister, Avigdor Liebermann, now under government investigation for fraud.

 

            What this brief overview argues is that Turkey has consistently tried to avert recourse to intervention and war in the Middle East and to promote diplomatic approaches that rely to the extent possible on soft power. It has, to be sure, experienced several geopolitical rebuffs, as in relation to its efforts to end the confrontation with Iran, impressively refusing to stay in line behind the bellicose leadership of the United States and Israel. Davutoglu has correctly affirmed Turkey’s resolve to act on the principled basis of its values and convictions, as well as strategic calculations of its interests, in the post-Cold War politics of the region, and not blindly follow directives from Washington. Iran is a striking case where the Turkish approach, although seemingly incapable of stemming the drift toward war being mounted by the West, is both wiser and more likely to achieve the goal of reassuring the world that Tehran means what it says when it insists that it does not intend to acquire nuclear weapons. As in every other foreign policy setting, Davutoglu is exhibiting his belief that in the 21st century persuasion works better than coercion when it comes to achieving political goals without even considering the costs of death, devastation, and displacement.

 

            In sum, the zero problems with neighbors as a touchstone to Turkish foreign policy in the Middle East and the world needs to be understood as an aspiration and strong preference rather than as an invariable and inflexible guide to practice. There are too many contradictions embedded in the political realities of the contemporary world to be slavishly tied to a rigid foreign policy doctrine that is incapable of taking account of context and shifting perceptions and interests. For instance, in Syria and Libya the Turkish government was forced to choose between siding with a regime slaughtering its own people and backing a disorganized opposition in its heroic if clouded efforts to democratize and humanize the governing process.  Of course, there are suspicions that Turkey’s support for the anti-Assad insurgency also reflects a disguised preference for a Sunni opposition that is anchored, if at all, in the Muslim Brotherhood as compared to the secular authoritianism of the Damascus regime. As well, there are speculations that in the ongoing regional struggle for ascendancy Turkey would rather in the end side with Saudi Arabia and Egypt, reinforced by the United States, than Iran and a newly engaged Russia.

 

Zero problems needs to be understood as a preferred framework for addressing the relations between countries, not just governments, and in situations of strife choices must be made. Arguably Turkey went too far when it backed NATO in Libya and the UN Security Council with respect to Syria or not far enough when it failed to show support for the Green Revolution in Iran after the stolen elections of June 2009. These are difficult interpretative choices upon which reasonable persons of good faith can disagree. Whatever the policies pursued in specific situations,  they do not necessarily invalidate the principled positions articulated by Davutoglu since he became Foreign Minister. Davutoglu has repeatedly affirmed these principles as being as important for him as are realist calculations in shaping foreign policy in complex situations. Possibly, if the Green Revolution had shown more persistence and promise or the Iranian regime had engaged in more widespread killing of its people Turkey would have made a ‘Syrian choice.’

 

            Davutoglu on more than one occasion has expressed enthusiastic support for the upheavals grouped together under the banner of ‘the Arab Spring.’ He calls these upheavals great historical transformations that are irreversible, and expressions of a thirst by young people in their respective countries for lives of dignity and democratic freedoms. There is nothing that Turkey has done to thwart these high ideals.

 

            In this respect, I think it is possible to reach an assessment of Turkish foreign policy as of early 2012. It has charted a course of action based to the extent feasible on soft power diplomacy, taking numerous initiatives to resolve its conflicts with neighbors but also to offer its good offices to mediate and unfreeze conflicts between states to which it is not a party. Its credibility has become so great that Istanbul has replaced European capitals as the preferred venue for conflict resolution whether in relation to Afghanistan or even Iran, and despite its much publicized diplomatic differences with Washington. It is notable that despite Western annoyance with Ankara regarding Iran or resulting from the simmering dispute with Israel, the U.S. Government seems to favor Istanbul as the most propitious site for any prospective negotiations with Iran concerning its nuclear program.

 

            At the same time, as the policy reversals with respect to Syria and Libya illustrate, it is not always possible to avoid taking sides in response to internal struggles, although Turkey has delayed doing so to give governments in power the opportunity to establish internal peace. In a globalizing world boundaries are not absolute, and sovereignty must give way if severe violations of human rights are being committed by the regime. Even in such extreme circumstances armed intervention should always be a last resort, and one only undertaken in extreme instances on behalf of known opposition forces and in a manner that has a reasonable prospect of cumulative benefits at acceptable costs for the targeted society. Such conditions almost never exist, and so intervention under present world conditions is rarely if ever, in my judgment, justified, although bloodshed, oppression, and crimes against humanity may generate strong public and governmental support for interventionary diplomacy.

 

            We can only hope that Turkey stays the Dautoglu course, pursuing every opening that enables positive mutual relations among countries and using its diplomatic stature to encourage peaceful conflict resolution wherever possible. Rather than viewing ‘zero problems’ as a failure, it should be a time to reaffirm the creativity of Turkish foreign policy in the course of the last decade that has shown the world the benefits of soft power diplomacy, and a pattern that other governments might learn from while adapting to their own realities. This diplomacy, as supplemented by Turkey’s economic success and political stability, helps us appreciate the deserved popularity of and respect for the Turkish Prime Minister, Recep Tayyip Erdogan, throughout the region and the world.
