Ending Perpetual War? Endorsing Drone Warfare?

            That President Obama chose on 23 May to unveil his second term cautionary approach to counter-terrorism at the National Defense University epitomized the ambiguity of the occasion. The choice of venue was itself a virtual guarantee that nothing would be said or done on that occasion that challenges in any fundamental way the global projection of American military power. Obama’s skillfully phrased speech was about refining technique in foreign policy, achieving greater efficiency in killing, interrogating the post-9/11 war mentality, and all the while extolling the self-mystifying glories of American exceptionalism. That is, only the United States, and perhaps Israel and NATO, possessed an entitlement to use force at times and places of the actor’s choosing without consulting the UN, respecting the constraints of international law, and heeding the admonition in the Declaration of Independence to show “a decent respect for the opinions of mankind.” Such exceptionalism, especially as enacted by recourse to aggressive wars, invites resistance, polarizes political struggle, and defeats any hope that stability will be achieved by the gradual realization of global justice rather than through the crude tactics of hard power diplomacy and militarism.

 

            There were several points of light in the otherwise dark Obama firmament. Perhaps, the most promising aspect of Obama’s presentation was its carefully hedged call for reexamining the still prevailing response to the 9/11 attacks as  ‘perpetual war.’ From the outset this cautious, yet welcome, questioning represented an ironic inversion of Kant’s prescriptions for perpetual peace. In Obama’s words, “..a perpetual war—through drones or troop deployments—will prove self-defeating and alter our country in troubling ways.” Depending on how we read world history since 1939, it can be understood as an era of perpetual war with a brief intermission between the end of the Cold War and the 9/11 attacks. Certainly, during the course of this period the United States has been continuously mobilized to engage in major war on a moment’s notice, and that this posture has definitely militarizes state/society relations in the country. There was nothing in Obama’s speech to draw attention to the perils posed by such a militarized state, having achieve global military dominance, and creating a domestic ‘miliary-industrial complex’ that would make even Dwight Eisenhower tremble with fear. There were no benchmarks that would allow the Congress or the citizenry to appreciate that it was time to bring the war on terror to an end.

 

            Obama also appeared to question the openendedness of the 2001 unlimited legislative mandate to use force overseas without including any requirement of a specific prior procedure of Congressial approval in Authorization to Use Military Force Act (AUMF). In Obama’s words, “Our systematic effort to dismantle terrorist organizations must continue, but all wars, must end. That’s what history advises. That’s what our democracy demands.” At the same time, Obama avoided directly challenging this AUMF legislation enacted to give the government precisely the legal authority to use force anywhere and at any time to wage war against supposed terrorist adversaries and their governmental guardians. Such authority can be validly used even where there is no terrorist threat, as was the case for Iraq when it was invaded and occupied in 2003.  At this point, Obama was asking Congress “to determine how we can continue to fight terrorists without keeping America on a perpetual war-time footing.” He went on to say that what is needed is “to refine, and ultimately repeal, the AUMF mandate.” Whenever politicians qualify a recommendation with such words as ‘refine’ and ‘ultimately,’ it is an almost sure sign that an end game is not envisioned, and may not even be intended. What Obama made evident is that although he had the right instincts with respecting to changing course with respect to the war on terror, his political will to support any altered course of action was far too weak to produce action, or maybe even too feeble to generate a needed debate on security for the country and the world, given the realities of mid-2013. Obama seems to be comfortable with framing counter-terrorist security policy as war so long as it is moving toward an understanding that war on terror will become more limited in scope at some point, and that at least there will be announced an intention to declare that the war on terror is over.  Obama did not have the resolve to insist that incidents of terrorism should be hereafter handled as criminal acts, which is what happens in the rest of the world—this would certainly have been a major step back from the fire, and might even deserved to be treated as extinguish the fire set for the world on 12 September 2001. The nature of the Boston Marathon murders might have been just the right occasion to make the change, emphasizing the degree to which the major danger was being posed by extremists living within the country. It was no longer necessary to treat the world as a counter-terrorist battlefield.

 

            There is admittedly a genuine security challenge that was posed on 9/11: the United States is vulnerable to well-planned terrorist attacks on the many soft targets of a complex modern society. And although other countries are also subject to major attacks, as was Madrid train bombings in 2004 and the London attacks in 2007, no country is as likely to arouse extremist anger and resentment due to its global projection of hard power as is the United States, and no country is as fearful, despite its military dominance as measured by realist calculations, as is the United States. Such a mismatch suggests that the American global role requires adjustment to the logic of self-determination in the post-colonial world, that the protection of the last remnants of the colonial edifice is a losing effort, and a dangerous one.

 

            To be sure there was in Obama’s speech many rhetorical flourishes that were probably designed to please liberal critics of drone warfare and Guantanamo, the two most awkward features of his presidency.  Such rhetoric invited a comparison with the far more bellicose and imperial language relied upon by George W Bush, but Obama’s approach was in a form that was sufficiently nationalistic to take account of the sensitivities of the right wing jackals that give him little, or no slack. Obama voiced his commitments to fight political extremists wherever they are found, while abiding by law, living up to ethical standards, and upholding the Constitution.  He contended that his presidency “has worked vigorously to establish a framework that governs our use of force against terrorists—insisting upon clear guidelines, oversight and accountability that is now codified in Presidential Policy Guidance that I signed yesterday,” a boast bound to raise more than a few skeptical eyebrows. Obama also did acknowledge that “this new technology raises profound questions—about who is targeted, and why; about civilian casualties, and the risk of creating new enemies; about the legality of such strikes under U.S. and international law; about accountability and morality.” At the same time, this welcome willingness to suggest the need for some comprehensive rethinking was confusing, hedged by claims that all that has been done up to now has worked and that the drone war, despite a few mistakes, has at all stages been consistent with the international laws of war, the Constitution, and international morality. It is notable that Obama refers to ‘profound questions’ that deserve to be asked and answered, but craftily refrains from answering them himself, just as he was relatively polite to Medea Benjamin, when she interrupted his talk from the floor with a direct challenge to use his authority as Commander-in Chief to close Guantanamo, which he responded to by saying that she deserved an attentive audience, although he was in substantial disagreement with what she was proposing, but without saying why and how. In assessing Obama’s performance, I am reminded of the early downplaying  among Soviet dissenters of Mikhail Gorbachev’s claims to be a radical reformer: “He is giving us glastnost (freer speech) without perestroika (substantive and structural change), but he promised us both.”

 

 

            In large part Obama was reacting to a tsunami of recent criticism from around the world. His explanations at the National Defense University amounted to an admission that the conduct of drone warfare and the maintenance of Guantanamo, for better and worse, had severely eroded America’s diplomatic stature. Beyond this, such behavior had given rise to acute resentment directed against the United States, and was quite likely spawning the very extremists that the use of attack drones were supposed to be killing. The Obama presidency was clearly attempting to retreat from this precipice of disconnect without falling into an anticipated ambush staged by its obsessive detractors at home. As many have pointed out the speech was long on vague generalities, short on policy specifics. It called in several ways for a more ‘disciplined’ approach to the war on terror, yet at the same time claimed in some detail that what has been done during the Obama years was both ‘effective’ and ‘legal,’ and had been climaxed by the mission that killed Osama Bin Laden in 2011. In effect, the speech was acknowledging that the projection of American force around the world had become understandably problematic for many, but could be fixed by acknowledgements and a show of concern without making any discernable major shifts in behavior or objectives. Such a proposed tweaking of policy hardly qualifies as ‘profound’ even if its sentiments were to be fulfilled by such gradual shifts in policy as closing Guantanamo and minimizing reliance on drones, moves that at this point still seems quite unlikely.

 

            The speech was notably short even on those specifics that had been anticipated by those who gave their expert opinion as to what to expect. For instance, it was expected that the controversial and ethically outrageous ‘signature strikes’ whereby combat-age males have been targeted and killed in Pakistani tribal areas and in Yemen if they are seen congregating in a place supposedly frequented by terrorists, even if no further evidence exists as to their relationship to political violence, would be repudiated. Obama never even mentioned signature strikes. Nor did he refer to the supposed likelihood of an announcement that the CIA would be confined in the future to its primary role as a spy and intelligence gathering agency rather than acting in a variety of paramilitary modes. Even if this does happen at some point, drone policies relating to authorization and accountability will continue to be shrouded in secrecy and deniability whether or not major responsibility for the use of drones remains headquartered at Langley. Of course, the purported significance of such a reassignment of responsibility for the drones to the Pentagon may be typical liberal hype. It seems unrealistic to expect a great breakthrough in transparency and sensitivity to international law and morality just because the Pentagon rather than the CIA would be presiding over the attacks. It might be illuminating in this regard to ask Bradley Manning and Julian Assange what they thought about transparency at the Pentagon and its respect for international law..

 

            But there is much more at stake than was discussed in the lengthy speech. In trying to make the case that drone warfare is less invasive, resulting in fewer civilian casualties, Obama never even alluded to the severe degree to which attack drones are instruments of state terror, terrorizing the entire region exposed to their habitual use. Drone warfare, this supposedly miracle counter-terrorism weapons system, is in its enactment a new form of intense state terror that is enraging public opinion against the United States around the world, reactions not limited to the places subject to attack, although especially there. A Yemeni citizen, Farea al-Muslimi told the U.S. Senate in recent hearings, about attitudes toward drones in his home village, “..when they think of America, they think of the fear they feel at the drones over their heads.” In Pakistan, American drones have had a disastrously negative impact on public attitudes toward Islamabad’s relationship with the United States, evoking acute and widespread grassroots hostility throughout this key Asian country. Even in Afghanistan, where the political violence shows no signs of abating, the American handpicked leader, Hamid Karzai, is now saying that the prospects for Afghan stability and peace would be enhanced by the departure of American led NATO forces. This is a rather astounding about face for a leader handpicked years ago in Washington and long dependent on American largess and human sacrifice.

 

            Such realities should have at least tempted Obama to raise some genuinely profound questions about the viability and inherent morality of the continued U.S. insistence on projecting its military power to the far corners of the global. For whose benefit? At what costs? To what effects? But there was Obama silence about such underlying questions that are daily being asked elsewhere in the world.

 

            There is another line of prudential concern that was no where to be found in this less unconditional embrace of drones, reliance upon which was deglamorized to some degree, yet remains an embrace. Some 70 countries currently possess drones, although not all of these have acquired attack drones, but the day is not far off when drones will be part of the military establishment of every self-respecting sovereign state, and then what? Obama spoke about the right of the United States to kill or capture suspected ‘terrorists’ wherever they may be in the world if deemed by the government to be an imminent threat to American security interests and not amenable to capture. But is there not a de facto golden rule governing international relations: “what you claim the right to do to others, you authorize them to do to you.” Of course, this is often modified by invoking the geopolitical bronze super-rule that is generally operative, at least in relations with most of the non-West: “we can do to you whatever we wish or feel the need to do, and yet there is no legal, moral, or political precedent created that can be invoked by others.” American exceptionalism has long parted company with the central idea that international law is dependent for its effectiveness on the logic of reciprocity: namely, that what X does to Y, Y can do to X, or for that matter to Z, but with the technology of drones emergent, we may soon come to regret resting our claim on such a one-sided anti-law prerogative that encodes double standards. A hegemonic approach to international law has been relied upon in relation to nuclear weapons, with a somewhat similar pronouncement by Obama in 2009 to work ultimately toward a world without such weapons. Four years later the meager effort to realize such a vision should be a cautionary indication that the future military application of drones is unlikely to be significantly restricted so long as the United States finds their role useful, and given this prospect, a borderless future for violent conflict throughout the world should give Pentagon planners many a sleepless night.

 

            There is another feature of the Obama approach that bears scrutiny. The discipline and care associated with his plea for a more restrictive approach to counter-terrorism is basically entrusted to the suspect subjectivities of governmental good faith in Washington. At least, the Wikileaks disclosures should have taught American citizenry that secrecy at high levels of public sector policymaking is intended to place controversial behavior of government beyond public scrutiny and democratic accountability. Obama is asking the American people to put their trust in the judgment and values of bureaucrats in Washington so as to ensure that democracy can be restored in the country, and a better balance struck between security and the freedoms of the citizenry.  Perhaps, while waving the banner of national security, you can fool most of the people most of the time, but hopefully there are limits to such bromides from on high despite a compliant media. It should be noticed that the Obama presidency has done more to prevent and punish breaches of governmental secrecy than any previous political leadership. In relation to the criminality disclosed by Wikileaks the reaction was to do its best to prosecute the messenger while totally ignoring the message.  

 

            In most respects, the song that Obama sang at the National Defense Univerity did not conform to the melody. Obama refrained from taking what would have been the most natural and welcome step: belatedly putting the  genie of war back in its box, and finally reject this dysfunctional blending of war and crime. After all the deaths and displacements of the wars waged in Afghanistan and Iraq were major failures from the perspective of counter-terrorism, and it would appear that such an adjustment was overdue. The root error committed immediately after 9/11 was to move the fight against Al Qaeda and international terrorism from the discourse of crime to the framework of war without any kind of thoughtful rationale or appreciation of the adverse consequences. In the traumatic atmosphere that prevailed after the attacks, this rushed transition to war was partially done under the influence of neocon grand strategy that had been actively seeking a global writ to intervene well before the attacks occurred, especially in the Middle East. The Bush entourage made no secret of its search for a pretext to take advantage of what was then being called ‘the unipolar moment,’ a phrase no longer in fashion for obvious reasons. It needs to be remembered that back before 9/11 the Democrats were being chided for their wimpish foreign policy during the 1990s that wasted what was alleged to be a rare opportunity to create the sort of global security infrastructure that was needed to realize and protect the full potential of neoliberal globalization, which included a preoccupation with ensuring that the oil reserves of the Gulf remained accessible to the West. Although the United States has been chastened by its military setbacks in recent wars, its underlying grand strategy has not been repudiated or revised, and even now with so much at stake politically and militarily, there are strong pressures mounting to intervene more robustly in Syria and to launch yet another aggressive war, this time against Iran.

 

            If effect, we the peoples of the world, can take some slight comfort in the cautionary approach evident in the Obama tilt away from the hazards of ‘perpetual war,’ but until the more fundamental aspects of the American global role and ambitions, and its related militarism become the crux of  debate, advocacy, and policy, we and others cannot rest easy!

 

 

             

 

 

A Commentary on the Marathon Murders

            The dominant reactions to the horrific bombings on April 15th, the day of the running of the Boston Marathon, as well as the celebration of Patriots Day, have been so far: compassion for the victims, a maximal resolve to track down the perpetrators, a pundit’s notebook that generally agrees that Americans have been protected against terrorist violence since 9/11 and that the best way to prevail against such sinister adversaries is to restore normalcy as quickly as possible. In this spirit, it is best to avoid dwelling on the gory details by darkly glamorizing the scene of mayhem with flowers and homage. It is better to move forward with calm resolve and a re-commitment to the revolutionary ideals that midwifed the birth of the American nation. Such responses are generally benevolent, especially when compared to the holy war fevers espoused by national leaders, the media, and a vengeful public after the 9/11 attacks that also embraced Islamophobic falsehoods. Maybe America has become more poised in relation to such extremist incidents, but maybe not. It is soon to tell, and the somewhat hysterical Boston dragnet for the remaining at large and alive suspect does suggest that the wounds of 9/11 are far from healed

 

            For one thing, the scale and drama of the Boston attack, while great, was not nearly as large or as symbolically resonant as the destruction of the World Trade Center and the shattering of the Pentagon. Also, although each life is sacred, the magnitude of tragedy is somewhat conveyed by numbers, and the Marathon incident has so far produced three deaths as compared to three thousand, that is, 1/1000th of 9/11. Also important, the neocon presidency of George W. Bush, was in 2001 prior to the attacks openly seeking a pretext to launch a regime-changing war against Saddam Hussein’s Iraq, and the 9/11 events, as interpreted and spun, provided just the supportive domestic climate needed for launching an aggressive war against the Baghdad regime. The Iraq War was undertaken despite the UN Security Council failure to lend its authority to such an American deadly geopolitical venture and in the face of the largest anti-war global demonstrations in human history. In 2001 the preferred American grand strategy, as blueprinted by the ideologues of the American Enterprise Institute and the Hoover Institution, was given a green light by the Bush/Cheney White House even in the face of the red lights posted both at the UN and in the streets of 600 or more cities around the world.

 

            Although there are many distressing continuities that emerge if the Obama presidency is appraised by comparison with the counter-terrorist agenda of his predecessors, there are also some key differences of situation and approach. Obama came to Washington as outspoken opponent of torture and of the Iraq War. He also arrived after the failed wars of Afghanistan and Iraq, which had devastated two countries, seemingly beyond foreseeable recovery, while adding nothing to American security, however measured. These unlawful wars wasted trillions expended over the several years during which many Americans were enduring the hardships and pain of the deepest economic recession since the 1930s. In other words, temporarily at least, the Beltway think tanks and the government are doing their best to manage global crises without embarking on further wars in a spirit of geopolitical intoxication that was hallmark of the unipolar moment that was invoked by Republicans to chide the Clinton presidency for its wimpish failure to pursue American strategic interests in the Middle East. Remember, as well, that this was the period of quick victorious wars that were also cheap when measured by casualties or resources. The Gulf War of 1991 and the NATO Kosovo War of 1999 were the poster children of this supposed revolution in warfare that enabled the United States and its allies to fight ‘zero casualty wars.’ At least it seems that for the present irresponsible and unlawful warfare are no longer the centerpiece of America’s foreign policy as had become the case in the first decade of the 21st century, although this is far from a certainty. The war drums are beating at this moment in relation to both North Korea and Iran, and as long as Tel Aviv has the compliant ear of the American political establishment those who wish for peace and justice in the world should not rest easy.

 

            Aside from the dangers and unacceptability of promiscuous wars, there are other serious deficiencies in how the United States sees itself in the world. We should be worried by the taboo at this moment of 24/7 self-congratulatory commentary imposed on any type of self-scrutiny by either the political leadership or the mainstream media. Unlike the aftermath of 9/11, there are a few hopeful signs of awakening to this one-eyed vision on the part of the citizenry. Listening to a PBS program hours after the Boston event, I was struck by the critical attitudes of several callers to the radio station: “it is horrible, but we in this country should not be too surprised, given our drone attacks that have killed women and children attending weddings and funerals in Afghanistan and Pakistan. Another caller asked “is this not a kind of retribution for torture inflicted by American security forces acting under the authority of the government, and verified for the world by pictures of the humiliation of Iraqi prisoners at Abu Ghraib?” And another asked, “in light of the authoritative reports of officially sanctioned torture as detailed in the 577 page report of a task force chaired by two former senators, one a Republican, the other a Democrat, and containing senior military and security officials, has not the time come to apply the law to the wrongdoers during the Bush presidency”? Can we not expect one among our politicians, other than the Tea Party darling Rand Paul, to have the courage to connect some of these dots? Should we not all be meditating on W.H. Auden’s haunting line: “Those to whom evil is done/do evil in return”?

 

            The American global domination project is bound to generate all kinds of resistance in the post-colonial world. In some respects the United States has been fortunate not to experience worse blowbacks, and these may yet happen, especially if there is no disposition to rethink US relations to others in the world, starting with the Middle East. Some of us naively hoped that Obama’s Cairo speech of 2009 was to be beginning of such a process of renewal, and although timid in many ways, it was yet possessed of a tonality candidly acknowledged that relations with the Islamic world needed a fundamental moves by the US Government for the sake of reconciliation, including the adoption of a far more balanced approach to the Palestine/Israel impasse. But as the months passed, what became evident, especially given the strong pushback by Israel and its belligerent leader, Bibi Netanyahu, were a series of disappointing reactions by Obama, which could be described as an accelerating back peddling in relation to opening political space in the Middle East.

 

            Now at the start of his second presidential term, it seems that Obama has given up altogether, succumbing to the Beltway ethos of Israel First. Obama has  acknowledged the constraints on his freedom of maneuver on these foreign policy issues, and seeks to confine his legacy ambitions to such domestic concerns as immigration, gun control, and health care. In so doing he is virtually abandoning the international agenda except to manage crisis diplomacy in ways that do not disturb the global status quo or weaken America’s global reach. Obama’s March trip to Israel, highlighted by his March 21st speech in Jerusalem, which was delivered as a love letter to the Israeli public rather than qualifying as a good faith effort to demonstrate his belief in a just peace. Such obsequious diplomacy was a disappointment even to those of us with low expectations in what the White House is willing to overcome the prolonged ordeal of the Palestinian people.

 

            Aside from the tensions of the moment, self-scrutiny and mid-course reflections on America’s global role is long overdue. Such a process is crucial both for the sake of the country’s own future security and also in consideration of the wellbeing of others. Such adjustments will eventually come about either as a result of a voluntary process of self-reflection or through the force of unpleasant events. How and when this process of reassessment occurs remains a mystery. Until it does, America’s military prowess and the abiding confidence of its leaders in hard power diplomacy makes the United States a menace to the world and to itself. Such an observation is as true if the more avowedly belligerent Mitt Romney rather than the seemingly dovish Barack Obama was in the White House. Such bipartisan support for maintaining the globe-girdling geopolitics runs deep in the body politic, and is accompanied by the refusal to admit the evidence of national decline. The signature irony is that the more American decline is met by a politics of denial, the more rapid and steep will be the decline, and the more abrupt and risky will be the necessary shrinking of the global leadership role so long played by the United States. We should be asking ourselves at this moment, “how many canaries will have to die before we awaken from our geopolitical fantasy of global domination?”

What was Wrong with Obama’s Speech in Jerusalem

            It was master-crafted as an ingratiating speech by the world’s most important leader and the government that has most consistently championed Israel’s cause over the decades. Enthusiastically received by the audience of Israeli youth, and especially by liberal Jews around the world. Despite the venue, President Obama’s words in Jerusalem on March 21st seemed primarily intended to clear the air somewhat in Washington. Obama may now have a slightly better chance to succeed in his second legacy-building presidential term despite a deeply polarized U.S. Congress, and a struggling American economy if assessed from the perspective of workers’ distress rather than on the basis of robust corporate profits. 

 

            As for the speech itself, it did possess several redeeming features. It did acknowledge that alongside Israeli security concerns “Palestinian people’s right of self-determination, their right to justice must also be recognized.” This affirmation was followed by the strongest assertion of all: “..put yourself in their shoes. Look at the world through their eyes.” To consider the realities of the conflict through Palestinian eyes is to confront the ugly realities of prolonged occupation, annexationist settlement projects, an unlawful separation wall, generations confined to the misery of refugee camps and exile, second-class citizenship in Israel, ethnic cleansing in Jerusalem, and a myriad of regulations that make the daily life of Palestinians a narrative of humiliation and frustration. Of course, Obama did not dare to do this. None of these realities were specified, being left to the imagination of his audience of Israeli youth, but at least the general injunction to see the conflict through the eyes of the other pointed the way toward empathy and reconciliation.

 

            Obama also encouraged in a helpful way Israeli citizen activism on behalf of a just peace based on two states for two peoples. A bit strangely he urged that “for the moment, put aside the plans and process” by which this goal might be achieved, and “instead..build trust between people.” Is this not an odd bit of advice? It seems a stretch to stress trust when the structures and practice of occupation are for the Palestinians unremittingly cruel, exploitative, and whittle away day after day at the attainability of a viable Palestinian state. But this farfetched entreaty was coupled with a more plausible plea: “I can promise you this: Political leaders will never take risks if the people do not push them to take some risks. You must create the change that you want to see. Ordinary people can accomplish extraordinary things.” There is some genuine hope to be found in these inspirational words, but to what end given the present situation.

 

            In my opinion the speech was deeply flawed in three fundamental respects:

                        –by speaking only to Israeli youth, and not arranging a parallel talk in Ramallah to Palestinian youth, the role of the United States as ‘dishonest broker’ was brazenly confirmed; it also signaled that the White House was more interested in appealing to the folks in Washington than to those Palestinians trapped in the West Bank and Gaza, an interpretation reinforced by laying a wreath at the grave of Theodor Herzl but refusing to do so at the tomb of Yasir Arafat. This disparity of concern was further exhibited when Obama spoke of the children of Sderot in southern Israel, “the same age as my own daughters, who went to bed at night fearful that a rocket would land in their bedroom simply because of who they are and where they live.” To make such an observation without even mentioning the trauma-laden life of children on the other side of the border in Gaza who have been living for years under conditions of blockade, violent incursions, and total vulnerability year after year is to subscribe fully to the one-sided Israeli narrative as to the insecurity being experienced by the two peoples.

 

                        –by speaking about the possibility of peace based on the two state consensus, the old ideas, without mentioning developments that have made more and more people skeptical about Israeli intentions is to lend credence to what seems more and more to be a delusionary approach to resolving the conflict. Coupling this with Obama’s perverse injunction to the leaders of the Middle East that seems willfully oblivious to the present set of circumstances makes the whole appeal seem out of touch: “Now’s the time for the Arab world to take steps towards normalizing relations with Israel.” How can now be the time, when just days earlier Benjamin Netanyahu announced the formation of the most right-wing, pro-settler government in the history of Israel, selecting a cabinet that is deeply dedicated to settlement expansion and resistant to the very idea of a genuine Palestinian state? It should never be forgotten that when the Palestinian Liberation Organization announced back in 1988 that it was prepared to make a sustained peace with Israel on the basis of the 1967 borders. By doing this, the Palestinians were making an extraordinary territorial concession that has never been reciprocated, and operationally repudiated by continuous settlement building. The move meant accepting a state limited to 22% of historic Palestine, or less than half of what the UN had proposed in its 1947 partition plan contained in GA Resolution 181, which at the time was seen as grossly unfair to the Palestinians and a plan put forward without taking account of the wishes of the resident population. To expect the Palestinians to be willing now to accept significantly less land than enclosed by these 1967 borders to reach a resolution of the conflict seems highly unreasonable, and probably not sustainable if it should be imprudently accepted by the Palestinian Authority.

 

                        –by endorsing the formula two states for two peoples was consigning the Palestinian minority in Israel to permanent second-class citizenship without even being worthy of mention as a human rights challenge facing the democratic Israel that Obama was celebrating. As David Bromwich has pointed out [“Tribalism in the Jerusalem speech,”] http://mondoweiss.net/2013/03/tribalism-jerusalem-speech.html Obama was also endorsing a tribalist view of statehood that seem inconsistent with a globalizing world, and with secularist assumptions that a legitimate state should never be exclusivist in either its religious or ethnic character. Obama went out of his to affirm the core Zionist idea of a statist homeland where all Jews can most fully embrace their Jewishness: “Israel is rooted not just in history and tradition, but also in a simple and profound idea: the idea that people deserve to be free in a land of their own.” And with embedded irony no mention was made of the absence of any Palestinian right of return even for those who were coerced into fleeing from homes and villages that had been family residences for countless generations.

            Such a regressive approach to identity and statehood was also by implication attributed to the Palestinians, also affirmed as a a lesser entitlement. But this is highly misleading, a false symmetry. The Palestinians have no guiding ethno-religious ideology that is comparable to Zionism. Their quest has been to recover rights under international law in the lands of their habitual residence, above all, the exercise of their inalienable right of self-determination in such a manner as to roll back the wider claims of settler colonialism that have been so grandiosely integral to the Greater Israel vision and practice of the Netanyahu government. And what of the 20% of the current population of Israel that lives under a legal regime that discriminates against them and almost by definition is a permanent consignment to second-class citizenship. Indeed, Obama’s speech was also an affront to many Israeli post-Zionists and secularists who do not affirm the idea of living under in a hyper-nationalist state with pretensions of religious endowments.

 

            In my view, there are two conclusions to be drawn. (1) Until the rhetoric of seeing the realities of the situation through Palestinian eyes is matched by a consideration of the specifics, there is created a misleading impression that both sides hold equally the keys to peace, and both being at fault to the same extent for being unwilling to use them.  (2) It is a cruel distraction to urge a resumption of negotiations when Israel clearly lacks the political will to establish a viable and independent sovereign Palestinian state within 1967 borders and in circumstances in which the West Bank has been altered by continuous settlement expansion, settler only roads, the separation wall, and all the signs are suggesting that there is more of the same to come. Making matters even worse, Israel is taking many steps to ensure that Jerusalem never becomes the capital of whatever Palestinian entity eventually emerges, which is a severe affront not only to Palestinians and Arabs, but to the 1.4 billion Muslims the world over.

 

            In retrospect, worse than speech was the visit itself. Obama should never have undertaken such the visit without an accompanying willingness to treat the Palestinian reality with at least equal dignity to that of the Israeli reality and without some indication of how to imagine a just peace based on two states for two peoples given the outrageous continuing Israeli encroachments on occupied Palestinian territory that give every indication of permanence, not to mention the non-representation and collective punishment of the Gazan population of 1.5 million. Obama made no mention of the wave of recent Palestinian hunger strikes or the degree to which Palestinians have shifted their tactics of resistance away from a reliance on armed struggle.  It is perverse to heap praise on the oppressive occupier, ignore nonviolent tactics of Palestinian resistance and the surge of global solidarity with the Palestinian struggle, and then hypocritically call on both peoples to move forward toward peace by building relations of trust with one another. On what planet has Mr. Obama been living? 

 

            

The Iraq War: 10 Years Later

            After a decade of combat, casualties, massive displacement, persisting violence, enhanced sectarian tension and violence between Shi’ias and Sunnis, periodic suicide bombings, and autocratic governance, a negative assessment of the Iraq War as a strategic move by the United States, United Kingdom, and a few of their secondary allies, including Japan, seems near universal. Not only the regionally destabilizing outcome, including the blowback effect of perversely adding weight to Iran’s overall diplomatic influence, but the reputational costs in the Middle East associated with an imprudent, destructive, and failed military intervention make the Iraq War the worst American foreign policy disaster since its defeat in Vietnam in the 1970s, and undertaken with an even less persuasive legal, moral, and political rationale. The ongoing blowback from the ‘shock and awe’ launch scenario represents a huge, and hopefully irreversible, setback for the American global domination project in the era of hypertechno geopolitics.

 

            Most geopolitical accounting assessments do not bother to consider the damage to the United Nations and international law arising from an aggressive use of force in flagrant violation of the UN Charter, embarked upon in the face of a refusal by the Security Council to provide a legitimating authorization for the use of force despite great pressure mounted by the United States. The UN further harmed its own image when it failed to reinforce its refusal to grant authorization to the United States and its coalition, by offering some kind of support to Iraq as the target of this contemplated aggression. This failure was compounded by the post-attack role played by the UN in lending full support to the unlawful American-led occupation, including its state-building mission. In other words, not only was the Iraq War a disaster from the perspective of American and British foreign policy and the peace and stability of the Middle East region, but it was also a severe setback for the authority of international law, the independence of the UN, and the quality of world order.

 

            In the aftermath of the Vietnam War, the United States was supposedly burdened by what policymakers derisively called ‘the Vietnam Syndrome.’ This was a Washington shorthand for the psychological inhibitions to engage in military interventions in the non-Western world due to the negative attitudes towards such imperial undertakings that were supposed to exist among the American public and in the government, especially among the military who were widely blamed for the Vietnam disaster. Many American militarists at the time complained that the Vietnam Syndrome was a combined result of an anti-war plot engineered by the liberal media and a response to an unpopular conscription or ‘draft’ that required many middle class Americans to fight in a distant war that lacked both popular support, a convincing strategic or legal rationale, and seemed to be on the wrong side of history, which as the French found out in their own Indochina War favored anti-colonial wars of liberation. The flag-draped coffins of dead young Americans were shown on TV, leading defense hawks to contend somewhat ridiculously that ‘the war was lost in American living rooms.’ The government made adjustments that took these rationalizations serious: the draft was abolished, and reliance  henceforth was placed on an all-volunteer professional military complemented by large-scale private security firms; also, intensified efforts were made to assure media support for subsequent military operations by ‘embedding’ journalists in combat units and more carefully monitoring news reporting.

 

            President, George H.W. Bush told the world in 1991 immediately after the Gulf War that had been successfully undertaken to reverse the Iraqi annexation of Kuwait that “we have finally kicked the Vietnam Syndrome.” In effect, the senior President Bush was saying to the grand strategists in the White House and Pentagon that the role of American military power was again available for use to do the work of empire around the world. What the Gulf War showed was that on a conventional battlefield, in this setting of a desert war, American military superiority would be decisive, could produce a quick victory with minimal costs in American lives, and bring about a surge of political popularity at home. This new militarist enthusiasm created the political base for recourse to the NATO War in 1999 to wrest Kosovo from Serb control. To ensure the avoidance of casualties, reliance was placed on air attacks conducted from high altitudes. The war took more time than expected, but was interpreted as validating the claim of war planners that the United States could now fight and win ‘zero casualty wars.’ There were no NATO combat deaths in the Kosovo War, and the war produced a ‘victory’ by ending Serbian control over Kosovo as well as demonstrating that NATO could still be used and useful even after the Cold War and the disappearance of the Soviet threat that had explained the formation of the alliance in the first place.

 

            More sophisticated American war planners understood that not all challenges to United States interests around the world could be met with air power in the absence of ground combat. Increasingly, political violence involving geopolitical priorities took the form of transnational violence (as in the 9/11 attacks) or was situated within the boundaries of territorial states, and involved Western military intervention designed to crush societal forces of national resistance. The Bush presidency badly confused its new self-assurance about the conduct of battlefield international warfare where military superiority dictates the political outcome and its old nemesis from Vietnam War days of counter-insurgency warfare, also known as low-intensity or asymmetric warfare, where military superiority controls the battlefield but not the endgame of conflict which depends on winning the allegiance of the territorial population.

 

            David Petraeus rose through the ranks of the American military by repackaging counterinsurgency warfare in a post-Vietnam format relying upon an approach developed by noted guerrilla war expert David Galula, who contended that in the Vietnam War the fatal mistake was made of supposing that such a war would be determined 80% by combat battles in the jungles and paddy fields with the remaining 20% devoted to the capture of the ‘hearts and minds’ of the indigenous population. Galula argued that counterinsurgency wars could only be won if this formula was inverted.  This meant that 80% of future U.S. military interventions should be devoted to non-military aspects of societal wellbeing: restoring electricity, providing police protection for normal activity, building and staffing schools, improving sanitation and garbage removal, and providing health car and jobs.

 

            Afghanistan, and then Iraq, became the testing grounds for applying these nation-building lessons of Vietnam, only to reveal in the course of their lengthy, destructive and expensive failures that the wrong lessons had been learned by the militarists and their civilian counterparts. These conflicts were wars of national resistance, a continuation of the anti-colonial struggles against West-centric  domination, and regardless of whether the killing was complemented by sophisticated social and economic programs, it still involved a pronounced and deadly challenge by foreign interests to the national independence and rights of self-determination that entailed killing Iraqi women and children, and violating their most basic rights through the unavoidably harsh mechanics of foreign occupation. It also proved impossible to disentangle the planned 80% from the 20% as the hostility of the Iraqi people to their supposed American liberators demonstrated over and over again, especially as many Iraqis on the side of the occupiers proved to be corrupt and brutal, sparking popular suspicion and intensifying internal polarization. The truly ‘fatal mistake’ made by Petraeus, Galula, and all the counterinsurgency advocates that have followed this path, is the failure to recognize that when the American military and its allies attack and occupy a non-Western country, especially in the Islamic world, when they start dividing, killing and policing its inhabitants, popular resistance will be mobilized and hatred toward the foreign ‘liberators’ will spread. This is precisely what happened in Iraq, and the suicide bombings to this day suggest that the ugly patterns of violence have not stopped even with the ending of America’s direct combat role.

 

            The United States was guilty of a fundamental misunderstanding of the Iraq War displayed to the world when George W. Bush theatrically declared on May 1, 2003 a wildly premature victory from the deck of an American aircraft carrier USS Abraham Lincoln, with the notorious banner proclaiming ‘mission accomplished’ plainly visible behind the podium as the sun sank over the Pacific Ocean. Bush reveled in this misunderstanding by assuming that the attack phase of the war was the whole war, forgetting about the more difficult and protracted occupation phase. The real Iraq War, rather than ending, was about to begin, that is, the violent internal struggle for the political future of the country, one made more difficult and protracted by the military presence of the US and its allies. This counterinsurgency sequel to occupation would not be decided on the kind of battlefield where arrayed military capabilities confront one another, but rather through a war of attrition waged by hit and run domestic Iraqi forces, abetted by foreign volunteers, opposed to the tactics of Washington and to the overall aura of illegitimacy attached to American military operations in a Third World setting. Such a war has a shadowy beginning and a still uncertain ending, and is often, as in Iraq, as it proved to be earlier in Vietnam and Afghanistan, a quagmire for intervening powers. There are increasing reasons to believe that the current Iraqi leader, Nouri al-Maliki, resembles the authoritarian style of Saddam Hussein more than the supposed constitutional liberal regime that the United States pretends to leave behind, and that the country is headed for continuing struggle, possibly even a disastrous civil war fought along sectarian line. In many respects, including the deepening of the Sunni/Shi’a divide the country and its people are worse off that before the Iraq War without in any way questioning allegations about the cruelty and criminality of the regime headed by Saddam Hussein.

 

            The Iraq War was a war of aggression from its inception, being an unprovoked use of armed force against a sovereign state in a situation other than self-defense. The Nuremberg and Tokyo War Crimes Tribunals convened after World War II had declared such aggressive warfare to be a ‘crime against peace’ and prosecuted and punished surviving political and military leaders of Germany and Japan as war criminals. We can ask why have George W. Bush and Tony Blair not been investigated, indicted, and prosecuted for their roles in planning and prosecuting the Iraq War. As folk singer Bob Dylan instructed us long ago, the answer is ‘blowin’ in the wind,’ or in more straightforward language, the reasons for such impunity conferred upon the American and British leaders is one more crude display of geopolitics—their countries were not defeated and occupied, their governments never surrendered and discredited, and such strategic failures (or successes) are exempted from legal scrutiny. These are the double standards that make international criminal justice a reflection of power politics more than of evenhanded global justice.

Global civil society with its own limited resources had challenged both the onset of the Iraq War, and later its actual unfolding. On and around February 15, 2003, what the Guinness Book of Records called “the largest anti-war rally in history” took the form of about 3,000 demonstrations in 800 cities located in more than 60 countries and according to the BBC involved an estimated 6-10 million persons. Although such a global show of opposition to recourse to war was unprecedented, it failed to halt the war. It did, however, have the lasting effect of undermining the American claims of justification for the attack and occupation of Iraq. It also led to an unprecedented effort by groups around the world to pass judgment on the war by holding sessions in which peace activists and international law experts alleged the criminality of the Iraq War, and called for war crimes prosecutions of Bush and Blair. As many as twenty such events were held in various parts of the world, with a culminating Iraq War Tribunal convened in June of 2005, which included testimony from more than 50 experts, including several from Iraq and a jury of conscience headed by Arundhati Roy.

 

            There is also the question of complicity of countries that supported the war with troop deployments, such as Japan, which dispatched 1000 members of its self-defense units to Iraq in July 2003 to help with non-combat dimensions of the occupation. Such a role is a clear breach of international law and morality. It is also inconsistent with Article 9 of the Japanese Constitution. It was coupled with Tokyo’s diplomatic support for the U.S./UK-led Iraq War from start to finish. Should such a record of involvement have any adverse consequences? It would seem that Japan might at least review the appropriateness of its complicit participation in a war of aggression, and how that diminishes the credibility of any Japanese claim to uphold the responsibilities of membership in the United Nations. At least, it provides the people of Japan with a moment for national soul-searching to think about what kind of world order will in the future best achieve peace, stability, and human dignity.

 

            Are there lessons to be drawn from the Iraq War? I believe there are. The overwhelming lesson is that in this historical period interventions by the West in the non-West, especially when not authorized by the UN Security Council, can rarely succeed in attaining their stated goals. More broadly, counterinsurgency warfare involving a core encounter between Western invading and occupying forces and a national resistance movement will not be decided on the basis of hard power military superiority, but rather by the dynamics of self-determination associated with the party that has the more credible nationalist credentials, which include the will to persist in the struggle for as long as it takes, and the capacity to capture the high moral ground in the ongoing legitimacy struggle for domestic and international public support. It is only when we witness the dismantling of many of America’s 700+ acknowledged foreign military bases spread around the world, and see the end of repeated US military intervention globally, that we can have some hope that the correct lessons of the Iraq War are finally being learned. Until then there will be further attempts by the U.S. Government to correct the tactical mistakes that it claims caused past failures in Iraq (and Afghanistan), and new interventions will undoubtedly be proposed in coming years, most probably leading to costly new failures, and further controversies as to ‘why?’ we fought and why we lost. American leaders will remain unlikely to acknowledge that the most basic mistake is itself militarism and the accompanying arrogance of occupation, at least until this establishment consensus is challenged by a robust anti-militarist grassroots political movement not currently visible.      

An Indispensable Book on Palestine/Israel

Responding to Fast Times in Palestine: A Love Affair with a Homeless Homeland by Pamela Olson (Berkeley, CA: Seal Press)

 

I realize that without knowing it, I have long waited for this book, although I could not have imagined its lyric magic in advance of reading. It is a triumph of what I would call ‘intelligent innocence,’ the great benefits of a clear mind, an open and warm heart, and a trustworthy moral compass that draws sharp lines between good and evil while remaining ever sensitive to the contradictory vagaries of lives and geographic destinies. Pamela Olson exhibits an endearing combination of humility and overall emotional composure that makes her engaged witnessing of the Palestinian ordeal so valuable for me as I believe and hope it will be for others.

 

Early on, she acknowledges her lack of background with refreshing honesty: “Green and wide-eyed, I wandered into the Holy Land, an empty vessel.” But don’t be fooled. Olson, who had recently graduated from Stanford, almost immediately dives deeply into the daily experience of Palestine and Palestinians, with luminous insight and a sensibility honed on an anvil of tenderness, truthfulness, and a readiness for adventure and romance. Upon crossing the border that separates Israel from the West Bank, enduring routine yet frightening difficulties at the checkpoint, she find herself in the Palestinian village of Jayyous, not far from the Palestinian city of Jenin. Her first surprise is the welcoming warmth of the villagers whose hospitality makes her feel almost as if she is on a homecoming visit to Stigler, the small town in eastern Oklahoma where she grew up. Almost at once Olson finds herself in the midst of a social circle in Jayyous that harvests olives during the day and sits together on porches in the evening puffing on a nargila (water pipe) and conversing about the world.

 

Olson’s authenticity pervades the book, whether it is a matter of adoring the cuisine or acknowledging her infatuation with a Palestinian young man who crosses her path. She learns to speak a bit of Arabic, reads up on the struggle, and stays alert. The style of the book is an enchanting mixture of personal journal, travelogue, political primer on the conflict, and coming of age memoir. She writes with clarity, humor, and self-scrutiny (in a tone of almost asking herself, ‘Who is this girl from rural Oklahoma who is experiencing this extraordinary encounter with people and the sad conditions of their lives?’).

 

As the title implies, it is primarily a book about Palestine and what occupation means for Palestinians trapped under Israeli military rule for more than 45 years, and how their extraordinary qualities of humane coping make Jayyous and Ramallah so inspirational for her.  It instills an intense longing to return and share the dangers and deprivations, which are more powerfully satisfying than the pleasures of ‘freedom.’ (I am reminded of a friend from Gaza, a leading human rights activist, whose family has been living in Cairo in recent years. He tells me that when he plans a vacation, his university age children who are studying abroad insist on going to Gaza rather than Paris or London.)

 

Yet the book is sensitive to the tragic experiences of both peoples. Through the whole of her experience, Olson remains open to her Israeli friend, Dan, as well as to a Christian appreciation of the Holy Land, not as a believer but as someone whose identity was formed in a religiously Christian community. Early on in the book, when she tells Dan how disturbed she is by the occupation, he reminds her of Israeli grief and distress. Dan’s words: “Last year there was a suicide bombing practically every week, it was… unbelievable. The mall we went to yesterday was bombed last year. Three weeks ago a suicide bomber killed twenty people in a restaurant in Haifa. Just innocent people having a meal.” Olson’s response is characteristically empathetic: “I sighed and looked out over the water. What I had seen in the West Bank was terrible, but there was another side to the story, after all. I tried to imagine the horror of people sitting around having a meal, and then all of a sudden—” But in the end it becomes clear that Israel’s human rights violations have, if anything, a negative impact on Israeli security.

 

One of the most moving chapters is a description of a visit by Olson’s mother and stepfather. She pressured them to come so that “they would never have to wonder whether I had exaggerated either the beauty or the horror.” Because this was her mother’s first trip outside of America, she saw what was to be seen with fresh eyes. This experience produced joy and wonder along with tearful reactions at checkpoints, such as: “Good Lord… How can this be happening over here and no one in America even knows or cares?” Is this not the question we should all have been asking for decades? During the visit, they also spend time touring the Christian sites in and around Jerusalem and the Galilee that are particularly meaningful to her religious mother.

 

The timeline of the book covers 2003-2005. But the essentials of the occupation emerge, especially the encroachment of the separation wall, the settlements, and checkpoints, and what it means for a Palestinian to live day by day under systematic violations of human rights that show no sign of ending in the foreseeable future. When Olson inserts information about history, Israeli and Palestinian politics, international law and elementary morality, she is accurate, concise, and perceptive. She also is honest enough not to suppress her emotional responses to some extreme situations.

 

In the end what gives the book its special value is the compelling credibility of her “love affair with a homeless homeland,” a sub-title that says it all! It is one thing to lament the suffering and humiliation of the Palestinians or to condemn the cruelty and harshness of the Israeli occupation. It is quite another to be able to observe these defining realities and yet see beyond to a proud and gracious people with a generous sense of humor who manage to live as vibrantly as possible even under almost unimaginable circumstances of oppression. It is this combination of feeling the Palestinian hurt while celebrating the warmth and genuineness of the Palestinian embrace that allows a reader to achieve what I had previously thought impossible without an immersion in the place itself. Olson is a twenty-first century example of how a reassuringly normal American woman might best visit the Arab world. She is intensely curious, with a gift for observation and dialogue and a sensibility that is not afraid of danger or to acknowledge shades of gray or to register her disappointments with others, and above all with herself. Her own evolution is also relevant, from a ‘Bible-centric’ youth in Oklahoma to a scientifically oriented skepticism to a wonderfully caring person who managed to have this incredible ‘love affair’ with occupied Palestine, amid the ruins. In her words, “I couldn’t imagine a better university of human nature.”

 

Obviously Pamela Olson is blessed with talent. A girl from rural Oklahoma who had to struggle to find the funds to attend college does not make it to the likes of Stanford very often, where she majors in physics and political science, nor does the typical graduate defer entering the job market and go about exploring the world to find out what it is like, and how best to live her life. It is thus not entirely surprising that after her experiences in Palestine, Olson returned to work for a ‘Defense Department think tank’ to try to understand why American foreign policy was so dysfunctional, and found it ‘educational but disillusioning.’ She lasted less than two years before deciding to write Fast Times in Palestine, her attempt to bring what she learned in Palestine directly to the American people.

 

I have the following daydream: If everyone in America could just sit down quietly and read this book, there would be such an upsurge of outrage and empathy that the climate of opinion on the Israel/Palestine conflict would finally change for the better—even in the polluted air that now prevails within the Beltway. At the very least, as many people as possible should read the book, and if your reaction is similar to mine, give a copy to friends and encourage them to spread the word. We in America should stop subsidizing and facilitating the systematic creation of ‘a homeless homeland.’ As a close friend in Jayyous named Rania tells Pamela, “Imagine if there was no occupation! Palestine would be like paradise.”

Forget ‘Normal’ Politics

            Political life is filled with policy choices that are made mainly on the basis of calculations of advantage, as well as reflecting priorities and values of those with the power of decision. In a constitutional framework of governance the rule of law sets outer limits as to permissible outcomes. The legitimacy of the decision depends on adhering to these procedural guidelines, and the fact that if the societal effects turn out badly it can be corrected by altering the ‘law.’ Of course, all sorts of special interests behind the scene manipulate this process, and the public debate mirrors these pressures. The results of highly contested policy choices usually reflect the power structure (class, race, ideology) more than they do the outcome of rational detached assessments of the public good. At present, the national public good in the United States is being held hostage to the lethal extremism of the gun lobby as led by the National Rifle Association (NRA), which combines special interest politics with a political culture that is violent and militarist. Such a political culture seems unlikely to be able to prohibit the sale of automatic assault weaponry to private citizens even in the immediate aftermath of a series of horrific shootings in American schools and public spaces by individuals gaining access to assault rifles and pistols.

 

            If we agree with this line of interpretation, we must have the courage to raise radical questions as to whether under these conditions a flawed democracy is any longer capable of serving the national public good in fundamental respects. In my view, the only morally responsible position is to mobilize the citizenry around the need for drastic reform of American democracy. At the very least, the role of big money in shaping policy choices and the electoral process must be ended, and the glorification of violence and militarism must be repudiated. To seek such results a reliance on  normal politics is to inhabit the land of illusion. In some respects, a revolutionary situation is present in the country but a revolutionary movement is no where to be seen. Only utopian reasoning can be hopeful about the future of the country, and it is the case of hope against hope. 

 

            This politicization of policy choice is to some extent inevitable, and is usually not so threatening to the wellbeing of a country, but at present there are increasingly harmful repercussions that follow, also with respect to global stability and security. Within societies where policy choice depends on governmental action there is a play of contending forces, but the outcome is at least coherently oriented around a shared commitment to the national public good. Internationally, in contrast, there are no social forces, other than transnational civil society actors (NGOs), that are dedicated to the global public good. Governments, including that of the United States, determine and justify national policy choices by reference to the pursuit of national interests. When a dominant state opts to play a global leadership role as the United States did after 1945, it can sometimes promote a type of imperial world order that is beneficial to itself, but also at the same time helpful to most other states and to the human community generally. Such initiatives as financing the economic reconstruction of Western Europe, the establishment of the United Nations, and the promotion of international human rights illustrate such a convergence of national and global interests. But note that global interests, aside from civil society advocacy groups, have no independent base of support. Even the United Nations, which is supposed to promote peace and justice for the whole of humanity is little more than a collection of unequal states each jealous of its sovereign prerogatives. In addition, the UN gives an unrestricted special blocking power (veto) to the five permanent members of the Security Council. The UN despite its many contributions has been unable to become effective in curtailing violations of international law by leading states and their friends and has not been able to meet such global challenges as ridding the world of nuclear weaponry or fashioning a constructive response to climate change.

 

            In relation to climate change there has been an overwhelming consensus among relevant experts for over two decades that global warming is causing severe harm to the ecology of the planet, and that this situation is likely to reach an irreversible tipping point if the average temperature on the earth rises above a 2°C level compared to what it was at the start of the industrial age. This knowledge had been irresponsibly contested by a well-funded campaign of climate skeptics that has been especially effective in the United States in hijacking the public debate, and undermining policy choices that are in accord with the scientific consensus. The skeptic undertaking is funded by fossil fuel interests, and is being managed by some of the same public relations firms that delayed public appreciation of the link between cancer and cigarette smoking by several decades. This campaign has destroyed the capacity of the United States to play a constructive leadership role needed to establish an obligatory framework for prudent restrictions on the level of greenhouse gas emissions. Without U.S. leadership there is lacking the political will on a global level to act with sufficient seriousness to protect the global interest, and human destiny becomes jeopardized in a highly destructive manner from the perspective of species survival.

 

             Just as national democracy needs drastic reform, so do the structures and procedures of world order. One direction of reform would be to establish institutions with resources and capabilities to serve distinctively global interests. Steps in such a direction would include a global revenue producing mechanism, a global peoples parliament, an independent UN peace and emergency relief force, a repeal of the veto right in the Security Council, a revision of the authority of the International Court of Justice by converting current ‘advisory opinions’ into binding enforceable decisions, convening a nuclear disarmament process, and upgrading the existing UN Environmental Program (UNEP) to the status of super-agency called UN Agency on Environmental Protection and Climate Change.

 

            Such a thought experiment as this is oblivious to horizons of feasibility that befuddle politicians and set artificial parameters limiting responsible debate.  My diagnosis is anchored in an interpretation of horizons of necessity. By recognizing this huge gap between feasibility and necessity it is implied that normal politics are futile, and in their place we are forced to embrace utopian politics, which can be described as horizons of desire, faith, and hope.

 

Zero Dark Thirty (ZD30) & American Exceptionalism (revised)

 (Note: What follows is a revised text of my post on the film published a few days ago; further reflection, feedback, and exposure to other points of view led me to feel that, given the sensitivity of the topic, I could do somewhat better in setting forth my assessments; I thank those readers who contributed comments, and apologize for this ‘new’ post that is mainly an ‘old’ one.)

            ZD30 is the film narrative that tells the dramatic story of the special forces operation that on May 2, 2011 located and killed Osama Bin Laden in a compound on the outskirts of the Pakistani city of Abbottabad, which is not far from Islamabad. It is directed by the prominent director, Kathryn Bigelow, who had won big Hollywood awards (2009 Oscar for best movie and  best director) for her brilliant film, Hurt Locker, focused on the work of a bomb squad in Iraq, and its impact on the lives of the American soldiers taking part. She knows her craft, and ZD30 is captivates an audience due to its screenplay, virtuoso acting, taut plot, vividly contoured characters, insight into the mentality of CIA operatives and their bosses, and the evidently realistic portrayal of grisly torture scenes. These filmic virtues have been displaced by a raging controversy as to whether ZD30 endorses torture as a valued and effective tool against extremist enemies of the United States and conveys the message that torture was instrumental in the successful hunt for Bin Laden.

 

            Certainly President Obama claimed and received much credit in the United States for executing this mission, and it has received very little critical scrutiny. It is hard to calculate the impact of this strike that killed Bin Laden on the 2012 election, but it many believe it made a crucial difference, at least psychologically, and particularly in relation to the outcome in swing states and with respect to the last minute decisions reached by independent voters. Such a success against Al Qaeda was registered as a major victory despite the absence of evidence that Bin Laden has been playing any significant role in Al Qaeda activities during recent years, including that of their so-called affiliates, in such countries as Yemen, Iraq, and Mali, and he was so removed from the scene of the conflict that there was serious speculation that he had died or was incapacitated long before 2011. As it did with the 9/11 attacks, the U.S. government fans the flames of suspicion by refusing to disclose the evidence relied upon to identify that the person killed at the compound in Abbottabad was indeed Bin Laden and by the related refusal even to allow journalists or others to see the body before it was unceremoniously dumped at sea (although after administering Muslim burial rituals and obtaining a quiet approval from the Saudi government, his birthplace).

 

            The deeper questions, of course, are the conduct of such a military mission without the permission, or even the knowledge, of the territorial sovereign; indeed there were American military units standing by in case Pakistan found out while the operation was underway and used its own military capabilities to abort it. Also, was it legally and morally appropriate to kill Osama Bin Laden despite his being unarmed when confronted in the compound and at that point in the raid there was no resistance? It would seem clear that it would not be acceptable to the U.S. Government for other governments to carry out such an extra-judicial killing to eliminate an enemy leader living in a distant country. Would not many governments have a comparable security argument if faced with real or imagined overseas enemies? Arguably, the immensity of the 9/11 crimes and the grandiosity of Osama Bin Laden’s self-declared war against ‘the crusader’ forces of the West set him apart to some extent. Bigelow makes this connection by opening the film with a blank screen while engaging the audience with voice recordings of frightened persons trapped in the Trade Center buildings on that fateful day, presumably conditioning us to be indulgent toward responses on ‘the dark side’ that were somehow commensurate with the immensity of the crime attributed to Osama Bin Laden and Al Qaeda.

 

            Yet, it would still seem that the particulars of this Operation Neptune Spear (the US Government code name) are ventures that only the United States, and possibly Israel, would undertake, and that their unabashed victory claim, is a notorious instance of American Exceptionalism, namely, an assertion that the United States can do what others must not dare to do, and can even provide for itself a legal rationale with the arrogant label ‘not for use by others,’ as has been the implicit message of the American debate, such as it is, about the legality of attack drones. With a posture of post-colonial insensitivity the United States is currently openly discussing ‘establishing’ a sixth military base for drone aircraft in Africa (Morocco, Senegal, Bukino Faso, Uganda, Djibouti, and now Niger) as if such a decision could be made solely in Washington without regard for the precedent being set or the regional attitudes toward the reassertion of a Western military presence. On formal level these African governments have given their formal consent to what might be called ‘drone colonialism,’ but can such moves be reconciled with political independence and genuine self-determination?

 

            The discussion generated by the movie is misleadingly framed as a kind of quarrel between those who insist on ‘political correctness’ when it comes to torture and militarism and those who champion freedom of speech and the amoral conscience of the artist. Matt Taibbi ends an otherwise stellar, provocative review in Rolling Stone of ZD30 with what he must regard as an ironic closing line that speculates on how Dick Cheney would respond, as if that clinches the anti-Bigelow arguments: “Isn’t it just a crazy coincidence that he’s probably going to love it?” Bigelow doesn’t do much to unmuddy the waters by declaring herself to be “a lifelong pacifist’ and then in the same LA Times op/ed (Jan. 15, 2013) ending with what sounds to me like a ringing statement of approval of what the film depicts, including its torture sequences. In Bigelow’s words, “Bin Laden wasn’t defeated by superheroes zooming down from the sky; he was defeated by ordinary Americans who fought bravely even as they sometimes crossed moral lines, who labored greatly and intently, who gave all of themselves in both victory and defeat, in life and in death, for the defense of this nation.”

 

            Besides being quite a stark departure from pacifism this observation contradicts her earlier dismissal of moral criticism: “Those of us who work in the arts know that depiction is not endorsement. It fit was, no artist would be able to paint inhumane practices, no author could write about them, and no filmmaker could delve into the thorny subjects of our time.” Such a posture is adopted by ZD30 at its outset with the moviegoer informed, “Based on Firsthand Accounts of Actual Events.” These words can only be understood asa filmmaker’s insistence that what is about to be seen is ‘reality’ and not ‘a reality show.’

 

            In fact, Maya, the lead CIA operative whose quiet heroism consisted of an obsessive dedication to the search for Bin Laden, is portrayed as a new kind of governmental superhero who shuts down emotions in the line of duty until the mission is successfully completed. Such feminization of macho character traits is a feature of the film that has received searing commentary from Zilah Eisenstein in Al Jazeera English (21 January 2013). Bigelow’s gift for self-contradiction is unmatched: she celebrates Maya’s achievement, who is finally allowed to cry only at the end on her flight home, reminded by the crew that she must be important to have a military plane all to herself, while claiming that the demanding work of protecting the security of the country is being done by ‘ordinary Americans.’ Maybe Bigelow’s Hindu gift as an artist to live in comfortable proximity to stark contradiction!

 

            In the abstract, there can be no quibble with such a blending of antagonist sentiments, but this does not imply a suspension of moral and political judgment. Let’s suppose that Picasso had coupled the unveiling of his Guernica with a statement of glowing praise for what Hitler’s and Mussolini’s pilots had accomplished by their attack on a Spanish village in 1937, and went on to insist that the bombing of a defenseless village was a display of courage and patriotic resolve by these bombers who risked everything in the defense of Franco’s Fascist side in the Spanish Civil War! By Bigelow’s double insistence on being both an amoral filmmaker that depict ‘reality’ and an American patriot who loves her country, she evidently wants to please everyone, but ends up satisfying almost no one, least of all someone trying to decipher her true beliefs about the real meaning of the film. Silence would have served her better.

 

            Despite purporting to be non-committal, seeking only to tell the true story of the struggle to catch Bin Laden, the film comes down quite strongly in support of those who have long contended that torture works. On the one side the movie better than any other film I have seen, makes the undertaking of torture a distasteful enterprise in the extreme that sullies the torturer along with the victim (although the film suppresses any recognition of this blowback).  At the same time ZD30 normalizes torture as part of the daily routine of anti-terrorist warfare, and it scandalizes the torturers in the manner of Abu Ghraib, by merging brutality toward those who are helpless with humiliation that disgusts: forcing the Muslim victim to expose his genitals in the presence of females and leading the prisoners around with a dog collar and leash in the manner given global notoriety by Lynndie England in an Iraq prison.

 

            Anyone who sees ZD30 will at least no longer be able to take refuge behind the euphemisms of the Bush Era that denied ‘torture’ ever took place as torture is contrary to government policy and American values. During the earlier period the authorized practice of torture was called ‘enhanced interrogation techniques,’ a pattern then falsely alleged to be fully consistent with international humanitarian law. Of course, Obama’s refusal to look back to assess whether accountability should be imposed for such crimes while declaring his pledge to act in accord with international law is another one of those convenient contradictions that Bigelow throws in our direction.

 

            The film handles well the intense bureaucratic pressures on CIA field operatives from higher up to find some ‘actionable intelligence’ and making reliance on torture part of the job description. ZD30 also conveys the atmosphere within government, or at least the CIA, as one that takes it for granted that torture elicits reliable and valuable intelligence. There is no strong countervailing pressures evident except an oblique appreciation that after Bush the new man in the White House, namely Obama, has officially repudiated torture, and is unwilling to sweep the issue under the rug of mystification by calling torture enhanced interrogation techniques. There is a derisive implication in the movie that to the extent the governmental wind is blowing in a slightly different direction in Washington the ongoing global work of imperial America will grow more difficult. There is no suggestion in ZD30 or in other contexts that Obama seeks to dismantle the American overseas empire or even to revise the role of military power in the grand strategy of the first country in history to invest in the enormous capabilities needed to become and remain a ‘global state,’ that is a state whose sovereignty is non-territorial is scope, extending to the global commons (oceans, space) and overriding the sovereign of ‘normal’ states whose claims of sovereignty extend no further than their territorial boundaries.

 

            The question of torture has been much discussed in the United States over the course of the last decade. It is usually defended by invoking an extreme situation, saving a city from a ‘ticking bomb’ or to locate someone about to massacre a school full of children, implying that torture will only be used when confronted by situations of exceptional and imminent danger. But the practice of torture becomes much more generalized once the red line of prohibition is crossed. As soon as exceptions are made, as always in dealing with violent crime and politics, there is the possibility, however remote that torture might yield access to information that could avert human disaster. Yet the taint of torture is not removable, and spreads; for this reason, only an unconditional prohibition, as written into international human rights law and reinforced by rigorous accountability mechanisms, is worthy of our moral, and political, respect. To reclaim this high moral ground should be the shared goal of any anti-torture campaign worthy of support.

 

            For me more disturbing even than the indirect whitewashing of torture is the nationalization of worldview that pervades the film (as well as the media and the political culture, given populist credibility by such TV serials as 24 and Homeland). There is no sense whatsoever that those who are killed or tortured might be innocent or have had major long unheeded grievances or that the American response to 9/11 was killing and wounding many more thousands than had been killed by Al Qaeda, a set of responses in which whole societies were torn asunder for little or no gain in American security, in effect, massive forms of collective punishment, fueled by national orgies of fear and calls for vengeance. There is a monumental insensitivity in this country to the sovereign rights of other states, most obviously Iraq, Pakistan, and Afghanistan. The American military and the intelligence world are professionally oriented toward maximizing operational effectiveness, but it is less understandable that the country’s political leaders remain oblivious to the rights and wellbeing of others in a world that is increasingly globalized. Implicitly, in the film and in American statecraft the lives of others are simply stage props on the geopolitical stage of political violence where the grand narrative of global statehood is being narrated.

 

            In this primary sense, objectively considered, the killing of Bin Laden seems little more than a costly and risky venture in vengeance that glorifies a militarist conception of security that can only bring massive doses of grief to societies around the world, and does great harm to the many young Americans being asked to put their mental and physical health in mortal jeopardy for very questionable purposes that are only marginally related to the defense and security of the country. The historically high suicide, crime, and social dislocation among war veterans coming home from Iraq and Afghanistan should be heeded as a scream from the depths of the political culture rather than be treated as an awkward embarrassment that should not even factored into discussions of the costs of war. Such screams were briefly heard in the aftermath of Vietnam (derided by the leadership as the ‘Vietnam Syndrome’), but soon ignored as the dirty work of managing an empire went forward. What ZD30 does, without malice but in the obedient spirit of complicity, is to glorify this dirty work.

Overdosing on ‘Breaking Bad’ (modified and revised)

Unknown(A Message to Readers: under the influence of further viewing, some conversation, comments, and reflections, I am re-posting a post devoted to the TV drama series, ‘Breaking Bad‘; this line of interpretation is based on viewing the first three (of five) seasons of the show. As it changes course frequently, it is likely that the two final years might alter my understanding of the series and its overall cultural and political significance. Is it a mirror of who we mostly are or a warning of who we are becoming or one more look at the dark side, and how it casts its shadows over the bright side of the American reality? I find that the debate on gun control in which the most assumptions of the NRA true believers are unquestioned gives a disturbing clue as to how these questions might be honestly answered. How many suggestions have you heard that suggest that ‘the right to bear arms’ is wildly out of date, and that if we love our children, grandchildren, and country we would propose some radical measures to restore ‘homeland security.’ Since 9/11 how many more citizens and innocent persons around the world have been killed by legally acquired guns in America than by Al Qaeda operatives? We are victimizing our own society by acquiescing in what can only be understood as a ultra-toxic form of auto-terrorism. If this is overheated rhetoric on my part, I would like to know why.)

 

            It could be a telling sign of being out of touch with popular culture to admit that until two weeks ago when our children showed up for the holidays, I had never heard of the cable TV drama series ‘Breaking Bad.’ Of course, this sort of admission damaged my already fragile credibility with those under 30. And when I discovered that ‘Breaking Bad’ was in its fifth season, and had received numerous awards, earning praise by leading media critics as ‘the greatest television drama of all time’ (according to the Megacritic website, ‘Breaking Bad’ is the highest rated cable show ever, gaining a rating of 99/100 on the basis of 22 reviews) my self-esteem took a big hit for being so out of the loop. Having overdosed on the series during the recent past I may be about to fall from one trap to another, now putting myself forward as an ‘instant expert,’ a role not more tasteful than instant coffee. Intimidated by such a prospect, I will myself to several random impressions with a goal of stimulating others to set me straight.

 

            At this time I admit to being in danger of becoming a ‘Breaking Bad’ junkie with serious addiction issues, having watched more than 25 of the early episodes with family members during what has become an almost obsessive nightly ritual. I am left wondering,  ‘what is the source of this fascination?’ ‘is ‘Breaking Bad’ tell us some dark things about ourselves, our inner reality as a nation and globe-girdling capitalist powerhouse state?’ Whatever else, ‘Breaking Bad’ as a tale of crime, violence, and personal adventure is quintessentially American, it could not be set elsewhere. On the most superficial level, the writing, acting, and cinematography are of a high caliber, holding one’s attention week after week due to an engagement with the lives of the characters and the subtle and innovative movements of the plot. It is obvious, as well, that both the technical and dramatic direction is impressive if measured by the industry metrics of craftsmanship and captivating storytelling. The form of episodic presentation, 47 minutes each week, imposes its own constraints. Each episode needs to combine a self-contained mini-drama with continuities of plot and character that create enough links to earlier segments to sustain a flow from week to week and create at the end of each episode sufficient suspense and curiosity about what will happen next to tune in on the following weak. This TV series in many ways incorporates the dramatic strengths of both the most spellbinding soap operas as well as the sweep of successful panoramic moviemaking. Each episode has its own director and is written by one or more of the team of nine writers. Somehow despite this shared responsibility ‘Breaking Bad’ comes across as a coherent, unified work that rarely disappoints. There is only one episode that seems negatively memorable in which the whole dramatic action consists of the pursuit of a hapless house fly that eludes capture, and is viewed by the expert on such matters as a dire threat to the purity of the crystal meth being produced in an underground elaborate lab.

 

            There is no doubt that the series creator, writer and director of some of the most riveting episodes in the series, Vince Gilligan, knows what he is doing (and came to ‘Breaking Bad’ with past credentials as a producer of another killer TV series, ‘The X-Files’), which is to interweave in compelling ways the complex inter-ethnic world of drug dealing in the American southwest with the humdrum nature of suburban living in Albuquerque, New Mexico: throughout, the ordinary is repeatedly trumped and undermined by extraordinary happenings in episode after episode as the perils, pleasures, and temper tantrums of Walter (Walt) White, the hero-villain’s life accumulate. In the process Walt’s struggle for survival is turned upside down, being transformed from an underachieving, overqualified high school chemistry teacher having trouble making ends meet to becoming all of a sudden a cash rich overachieving, under qualified supplier (in the harsh business of allocating and safeguarding drug markets) of crystal meth to local gangs linked to bigger drug cartels.

 

            Actually, Walt doesn’t exactly switch careers. He embarks on an elaborate double life, continuing to teach chemistry as his daytime job, a vocational calling, as well as employment, which he never abandons, and although distracted by the challenges of his drug life maintains an abiding concern for his students and exhibits talents as a teacher who knows his subject and how to convey it to young students. Eventually the strains of his secret life finally do take their toll, and Walt is forced by school administrators to take an extended leave of absence during the third season of the show. There is a certain ironic tension between his teaching routine in a high school setting and his use of sophisticated chemistry to produce the highest quality crystal meth available in the Albuquerque market, with an outreach that extends to the cutthroat operators south of the border. Although recourse to violence is characteristic of every major male character in ‘Breaking Bad’, the violence associated with the roles of the Hispanic characters in the series are by far the most sadistic, sustained, and extreme, and they are all given rather one-dimensional identities that leaves no room for sympathy or emotional complexity. A partial exception is the Aftican-American looking, but apparently Latino master dealer, Gustavo (‘Gus’) Fring, who is presented as the most sinister of all drug operatives, but possessing social skills that enable his to have a respectable public persona that embraces the material satisfaction of success in the market. We can only critically wonder why the darkest evil is reserved exclusively for ‘outsiders’ in America, the targets of a resurgent racism that is gospel for the rapidly expanding survivalist, anti-government militias active around the country and allied with such unsavory groups as the National Rifle Association (NRA) and extremist religious cults.

 

            There is no doubt that Walt White (brilliantly played by Bryan Cranston) is as intriguing a character as has ever flitted across my TV screen. Some critics have treated White merely as an acute casualty of a mid-life crisis, where the comforts of the bourgeois life are exchanged for the excitement of the drug underworld, with its violence, risk, double life, secrecy, and big payoffs, but this seems facile and almost willfully misleading. What gives White his fascinating edge is the fact that his ardent embrace of crime coincided with receiving a diagnosis of terminal lung cancer, giving rise, among other things to a desperate need for large sums of money to pay the huge bills for medicines and treatment, as well as to the realization that his family will be destitute after his death. Beyond this there is exhibited a rare dramatic tension between the loveable and hateful sides of his character, which is further heightened by unpredictable mood swings and sudden eruptions of repressed violence. Walt conveys by brilliantly expressive facial expressions and adept mastery of body language a sense of deep torment that is at odds with his endearing qualities normalcy when he displays the other side of his personality that allows him to be a tender and sensitive father, husband, and friend. The storyline also offers a bit of caviar to tease those who fancy themselves gourmets of high culture. White, as drug dealer, is known on the local meth scene by the moniker, ‘Heisenberg,’ a cute play on the idea of ‘indeterminacy,’ (just who is White is tantalizingly elusive; and trope that is literalized when a lookalike is actually hired to confuse the police). As well, there are various bonding lines and visual sequences tat draw connections between Walt White and Walt Whitman, especially invoking Whitman’s celebrated poem, ‘Song of Myself.’ Names are clearly given some forethought by the series creator: it cannot be accidental that Walt is ‘White’ while Gus looks ‘black,’ possibly a color coded grading system for degrees of evil, mildly reminiscent of the circles of Hell in Dante’s ‘Inferno.’

 

            To my way of thinking, one of the great achievements of the series is the interplay between Walt and Jesse Pinkman (convincingly played by Aaron Paul). Jesse is an almost likeable young punk who takes many hard knocks, and has a kind of magnetic purity displayed as a result of his commitments to romantic love, kindness to animals, genuine empathy with young children victimized by their innocent involvement in the drug trade or their proximity to maelstroms of pure violence, and by his own childhood victimization at the hands of hatefully insensitive parents. There is left the impression that Jesse manages to survive, but barely, periodically wants a cleaner, safe life, but can’t quite muster the will to escape one and for all. He is at once too tender a person to flourish in the cutthroat world of hard-core drug business and yet too dependent and addicted to overcome his the interrelated entrapments of use and dealing. Jess is unlike Walt in many ways, more consistently emotional and romantic, less calculating, as much an addict as a supplier, a cultural casualty rather than a good citizen who goes awry by succumbing to the lure of the gigantic drug profit margins. Despite these differences, Walt and Jesse need one another, save each other’s lives, and are one of those memorable examples of ‘an odd couple’ that is forever inscribed in our consciousness.

 

            Throughout ‘Breaking Bad’ there are numerous implicit and explicit commentaries on the tawdry character of American life, replete with contradictions and complex filmic and cultural juxtapositions that link benign pretentious hypocrisies with lethal, violent realities that lie just beneath the surface. The relationship between law and crime is examined from many different angles, and it can be no accident, that the lead lawyer puts himself forward falsely as a Jew, Saul Goodman, when in fact he is a shabby abettor of criminality whose ethnicity in Irish, and presumably Catholic. It is almost a joking commentary on anti-Semitism that Saul would want to ‘pass’ as a Jew to foster an image of being the sort of lawyer who knows how to twist the law in whatever direction will help his shady clientele.

 

            The lies at the heart of Saul law practice is multiply signaled: a huge balloon version of the Statue of Liberty is attached to the roof above his office, the room where he meets and greets clients uses the text of the U.S. Constitution as wallpaper, and his professional interest in lawyering is to make use of law and lawyers for the sake of promoting crime and safeguarding criminals, and all for the sake of making some extra bucks. There is in the series a second more ‘honorable’ lawyer who is no more loveable, using his knowledge of the intricacies of law to further the cruelties of capitalism. Actually, doctors fare only slightly better than lawyers, offering treatments motivated more by their professional ambitions than a patient’s likelihood of cure, and in the spirit of Michael Moore’s ‘Sicko,’ making even the most urgent health care a slave of one’s bank balance. Implicit in ‘Breaking Bad’ is an indictment of the cultural ethos of capitalism, and its tendencies to commodify every aspect of life except family relations and intimate love, and even then there is tautness between doing well and doing good. There is an ironic note added here in the sub-text in which Hank Schrader, a kind of loser character who works as a middle level enforcer for the Drug Enforcement Agency (DEA), loses his cool, brutally beats Jesse, is demoted and discredited, but helped to pay his medical bills by drug money given to his wife, Marie, and eventually rehabilitated. There is an important coded message here: everything interacts. There is no true separation between criminality and legality, and perhaps, never has been. Are we learning about human nature, the specifics of America, the degeneracy of 21st century modernity?

 

            “Breaking Bad’ also making a damning commentary on the failures of urban development in America. The city scenes amount to a sequence of snapshots of the ugliness and tastelessness of the society, the wasteland that developers and city planners have inflicted on society, signposts directing the citizenry toward alienation and escape. This aesthetic indictment also extends to the middle class home furnishings and decorations that are ever-present in the series as exhibits of cultural decline. Only the natural splendor of the desert and the museum housing the masterpieces of Georgia O’Keefe are put before us as contrasts to this general condition of ugliness and banality.   

 

            The TV series also takes a hard look taken at the hypocrisies that commingle with family values and community camaraderie. Walt is the main focus of attention, but is not alone, being portrayed as someone driven to crime, allegedly by a true and abiding love for his wife and children, and in return receives the unconditional love of his disabled son. He says over and over again that all that he cares about is his family, and this provides him with a mask of decency no matter how pervasively he falsifies his life. Walt faced with the prospect of his own assured death within a couple of years due to cancer and lacking the capacity to provide a decent future on the basis of legitimate work as a gifted high school chemistry teacher or as a helper in an auto repair shop turns to the lucrative work of ‘cooking’ high quality meth in large quantities. In effect, we are informed only a turn to crime can achieve what hard, honest work of a constructive nature cannot provide for most people living in 21st century America.

 

            The message within the message is that there is the scantest difference between Princeton graduates embarking on Wall Street careers with a clear conscience and those making their living from the drug trade, although the former is far less obviously violent and dangerous, but also contains fewer illusions about normalcy, decency, honesty, and morally and socially acceptable life styles. Another note of irony is that those most driven to success on the Wall Streets of the country often use coke to calm down. Of course, ‘Breaking Bad’ portrays those on the top of the drug trade as mimicking in dress and life style the paragons of business and societal virtue, further blurring the boundaries between criminality and legitimacy. Indeed, ‘Breaking Bad’ has a vivid relevance to the entire social space in Gilligan’s America as there seems to be no available option that encourages breaking good!

 

            Part of what makes Walt such a memorable character is his mercurial personality that contain unpredictable, yet plausible swerves and shifts, and is dramatically expressed by completely irrational and frightening out-of-control moments that he often apologizes for on the next day, and are counterpoised against ultra-rational mini-lectures on what line of action is wisest to take. For instance, at a silly poolside party (epitomizing what goes on in polite middle class Albuquerque) when for no apparent reason, Walt diabolically pressures his disabled teenage son, Walt Jr., to get disastrously drunk on tequila. He then gets furious when Hank, his DEA brother in law, Hank Schrader, in a good natured way interferes to prevent this patently improper father-son interaction from doing further self-inflicted damage to Walt. This disturbing incident is out of character for Walt as he normally treats his son with loving kindness.

 

            In another episode, Walt is stopped by a highway patrol officer while driving at a normal speed in the desert countryside. The policeman explains that Walt’s car was stopped because its windshield was shattered, making it unsafe and unlawful to drive. When the officer starts writing out a ticket for driving such a vehicle, Walt goes ballistic. He had earlier told the policeman that the damage to the windshield was caused by debris that fell from a fatal plane crash that had occurred in the city a few days earlier. The policeman responded by saying that it does not matter how the damage was done, that driving a car in this condition is against the law and deserves a ticket. Walt becomes wildly defiant, disobeys orders to stay in his car, yelling insults and obscenities at the officer, uncontrollably shouting he has ‘rights’ that are being denied. After being warned more than once, Walt is bloodied and taken into custody. The police like the drug enforcers seem to have no instruments of control other than when obedience to the norms fails, to have recourse to the excesses of violence. Hank, his DEA brother in law, comes to his rescue, intercedes to obtain Walt’s immediate release from prison. Once again the law, such as it is, takes a back seat to the corrupting play of personal relations. In both of these incidents Walt after the fact apologizes in a tone of solemnity, insisting that he was acting out of character, including vague intimations that his medical condition may have been indirectly responsible.

 

            There is an unusual structural feature throughout the series. There are several dyads or pairings of character. Walt and Skyler (his wife), Walt and Jesse, Walt and Gus, Walt and Hank (DEA), Skyler and her sister, Marie (also Hank’s wife), two lawyers, two drug enforcers, two child foot soldiers for neighborhood drug dealing. In various episodes either Walt and his wife or Walt and Jesse are placed at the center of the action. Skyler is the seemingly good woman and loyal wife, but also dipping her toes deeper and deeper into dirty water by covering up the crimes of her boss as well as indulging in a workplace romance with this sleazy character, and soon shifting from abhorrence about Walt’s meth money to a pragmatic use of such funds for the sake of family values, paying the medical bills of Hank. Nothing is as it seems, especially nothing that purports to be good is really good, except perhaps the sincerity of the biologically damaged Walt, Jr., who also at least flirts with indeterminacy by adopting the name ‘Flynn’ to alter his identity until he reverts to Walt, Jr., when his cherished father is banished from home by Skyler after she finally discovers that he has been lying to her for many months, maintaining a secret double life, and obtaining funds far beyond his salary by dealing in drugs, and not as he has insisted, through the generosity of (hated) rich friends who had actually made a fortune by stealing his ideas.

 

            As with any imagined fiction, from Shakespeare to Gilligan (and his team of nine writers) what engages an audience is the vividness of the characters and the suspense, illuminations, and hypnotic strangeness of the narrative. The message and cultural critique are secondary to these dramatic qualities, and definitely, ‘Breaking Bad’ holds our attention mainly by taking us on a wild roller coaster ride with its principal characters that envelops the viewers in the unfolding drama. The series brilliantly holds our attention, and doesn’t really need the scenes of extreme violence that are present in almost every episode– bloody beatings and killings with gory details, almost unwatchable brutality, but these are made to seem thematically integral, and punctuate with exclamation points the crude justice of both the underworld of drugs and the socially proper world of law, police, and business. There is even one grisly murder in which a stolen ATM machine is used as a weapon to crush a totally unsympathetic victim’s head. A symbolic eloquence is present in such a crime: the complex interplay of money, violence, and criminality is epitomized. Why? In some ways I believe that ‘Breaking Bad’ is itself a symptom of what it decries. It ‘entertains’ us by its exhibitions of extreme violence and criminality because anything less seems assumed not to engage sufficiently the modern public imagination, especially here in America where even the idea of minimal gun control proposed after a series of horrific domestic massacres is met with collective rage and derision. The gun lobby’s incredibly influential NGO, the NRA, tells us that there will be no ban on even assault weaponry while gun enthusiasts stock up such killing machines because they are fearful that a ban may be imposed, and this would be intolerable, for gun extremists by itself grounds to take up arms against the already hated government in Washington. Also, of course, AMC network and Sony Pictures Television are both providers of the ATM used for making ‘Breaking Bad’ at $3 million per episode, and reap the monetary benefits and prestige of the show’s deserved critical success.  

 

            In the end, the question posed for me by ‘Breaking Bad’ is whether moral, political, and societal authenticity is any longer possible given the overall present nature of American popular culture. The government is far from exempt from such criticism if account is taken of the heavy militarist and carbon American footprint throughout much of the world, and the damage done to young Americans sent off to die in wars of no meaningful consequences for the protection of the homeland. I am someone who has spent his entire life in this country, appreciating its freedoms and supportive of its various achievements of moral progress (for instance, the selection of an African-American to be its president), although long critical of the gap between its proclaimed values and behavior, especially in relations with the non-Western world.

 

            I find myself now for the first time contemplating the adoption of an  ‘expatriate consciousness.’ I interpret this temptation as an expression of political despair on my part, a giving up on the future of the country after eight decades of hope and struggle. It is not only discouragement with the failures of substantive democracy that leaves the 99% in a permanent condition of precarious limbo, while the supposedly ‘liberal’ leadership and citizenry seems to sleep well despite terrorizing distant foreign communities with drone violence inflicted for the supposed sake of our ‘security.’ It is also the increasing failures of procedural democracy, the chances offered to the public by elections and political parties, that makes me feel that the most I can hope for during my lifetime is ‘the lesser of evils,’ allowing me recently the pleasure of a sigh of relief that it was Obama not Romney who was elected in 2012. Yet this was an electoral campaign in which both sides refused to confront any of the deeper challenges confronting the country. Each side refused to take the presumed political risks of raising such issues as the predatory nature of neoliberal globalization, the ecological death trip of climate change, and the idiocy of ‘the long war’ with its global battlefield unleashed after the 9/11 attacks. I fully realize that I am transforming ‘Breaking Bad’ into a metaphor for my own malaise, and I am unsure how Vince Gilligan would react if confronted with such reactions. But does that matter? The autonomy of the viewer is as valid as the intentions of the creator!

 

            Whatever may be the intention of those who put the series together, I do think ‘Breaking Bad,’ whether deliberately or not, raises disturbing political and cultural questions, somewhat analogous to issues powerfully posed a generation ago by David Lynch in ‘Blue Velvet.’ This Lynch movie remains one of the great filmic chronicles of the underside of America that has become almost indistinguishable from the self-congratulatory America of patriotic parades and holiday speeches by politicians. This dark criminality that lurks just below the surface of polite society is air brushed out of our collective consciousness by the mega-escapism of spectacles, sports, celebrations of militarism, and a pacifying mainstream media. What I am saying, in effect, is that ‘Breaking Bad’ works fantastically well as entertainment, but that it is also a reliable journalistic source confirming the bad news about several uncontrolled wild fires burning up the country, and the world.
